City of Johannesburg intensifies crackdown of illegal billboards

The City of Johannesburg has called on media owners and outdoor advertising agencies to stop supporting illegal advertising companies operating without the necessary approvals.

On Tuesday, 17 February 2026, the city conducted a large-scale enforcement operation from Bryanston Shopping Centre along Winnie Mandela Drive towards Sandton.

The operation was carried out jointly by City Power, Joburg Property Company (JPC), the Johannesburg Metropolitan Police Department, the City of Johannesburg Development Planning Department, and the Johannesburg Roads Agency, resulting in the removal of 10 illegal billboards.

JPC CEO Musah Makunga stated that the city aims to ensure full compliance with its by-laws by all partners and urged media owners to approach the city for proper application procedures.

“We are out here making sure that the people we do business with follow the rules of the City of Johannesburg,” Makunga said.

Executive director for development planning Eric Raboshakga emphasised that many properties hosting illegal billboards are neglected, and there is a need for law enforcement and responsible property maintenance.

“We urge property owners to follow the proper legal process when applying for signage,” Raboshakga added.

The city will continue weekly operations to identify and crack down on illegal advertising boards, which pose a safety risk due to their brightness at intersections. Raboshakga also urged residents to refrain from supporting illegal advertising.
