And I say it again and again, we need to work together,\u201d Macron told reporters during a visit to China on Friday.<\/p>\n<p class=\"dcr-130mj7b\">On Friday evening, Donald Trump\u2019s advisers and Ukrainian officials said they would meet for a third day of talks after <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/05\/ukraine-russia-trump-peace-plan\" data-link-name=\"in body link\">making progress around the table in Florida<\/a> on creating a security framework for postwar Ukraine.<\/p>\n<p class=\"dcr-130mj7b\">Earlier, Macron said: \u201cWe welcome and support the peace efforts being made by the United States of America. Merz held emergency talks on Friday with the European Commission president, Ursula von der Leyen, and Belgium\u2019s prime minister, Bart De Wever.<\/p>\n<p class=\"dcr-130mj7b\">When asked about the Spiegel report on Friday, Macron responded: \u201cI deny everything.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Der Spiegel said it had obtained the English summary of Monday\u2019s call, featuring what it said were direct quotations from heads of government.<\/p>\n<p class=\"dcr-130mj7b\">In the transcript, Macron described the current tense phase of the negotiations as harbouring \u201ca big danger\u201d for Zelenskyy. Merz reportedly added that he needed to be \u201cvery careful\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey are playing games with both you and us,\u201d Merz was reported as telling Zelenskyy \u2013 a remark believed to refer to a <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/02\/witkoff-in-moscow-for-talks-as-putin-claims-to-have-taken-key-ukrainian-city\" data-link-name=\"in body link\">diplomatic mission to Moscow this week<\/a> by Trump\u2019s envoy Steve Witkoff and the US president\u2019s son-in-law Jared Kushner.<\/p>\n<p class=\"dcr-130mj7b\">Washington <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/19\/us-and-russian-officials-draft-new-peace-plan-based-on-capitulation-from-ukraine\" data-link-name=\"in body link\">presented a 28-point proposal last month<\/a> to halt the war in Ukraine, drafted without input from Ukraine\u2019s European allies and criticised as too close a reflection of Moscow\u2019s maximalist demands.<\/p>\n<p class=\"dcr-130mj7b\">US and Ukrainian negotiators have since held talks before Witkoff and Kushner headed to Moscow on Tuesday. Russian drones struck a house in central Ukraine on Thursday night, killing a 12-year-old boy, officials said, while long-range Ukrainian strikes reportedly targeted a Russian port and oil refinery.<\/p>\n<p class=\"dcr-130mj7b\">Merz will dine in private on Friday with von der Leyen and De Wever, who has expressed opposition to a scheme to fund Ukraine that <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/05\/eu-leaders-ukraine-talks-funds\" data-link-name=\"in body link\">involves the unprecedented use of frozen Russian assets<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">With Russia\u2019s attacks intensifying, Kyiv is running out of money. The EU has pledged to keep Ukraine afloat next year and intends to raise \u20ac90bn (\u00a380bn) to meet about two-thirds of its needs for 2026 and 2027.<\/p>\n<p class=\"dcr-130mj7b\">Von der Leyen has proposed two main options to raise the funds. The bloc could either borrow against its shared budget on the international markets, she said this week, or issue a loan secured by immobilised Russian assets \u2013 mainly held in Belgium \u2013 that Kyiv would repay from Russia\u2019s postwar reparations.<\/p>\n<p class=\"dcr-130mj7b\">De Wever, however, told an event in Brussels this week that he was against seizing frozen Russian assets. It was \u201ca nice idea, stealing from the bad guy to give to the good guy\u201d, he said. \u201cBut stealing the frozen assets of another country has never been done.<\/p>\n<p class=\"dcr-130mj7b\">\u201cEven during the second world war, we did not confiscate Germany\u2019s money.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In <a href=\"https:\/\/www.faz.net\/aktuell\/politik\/ausland\/faz-gastbeitrag-von-friedrich-merz-russisches-vermoegen-fuer-die-ukraine-nutzen-110796208.html\" data-link-name=\"in body link\">an op-ed<\/a> in the Frankfurter Allgemeine newspaper on Thursday, Merz told his fellow EU leaders that the decisions they made over the coming days would \u201cdecide the question of European independence\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Moscow\u2019s ambassador to Germany, Sergei Nechaev, said in a statement: \u201cAny operation with sovereign Russian assets without Russia\u2019s consent constitutes theft.
