Chrissy Houlahan, D-Pa., had some questions about the intelligence. When Houlahan called on Wilson to appear before Congress, however, the <a href=\"https:\/\/www.war.gov\/News\/Transcripts\/Transcript\/Article\/4346661\/pentagon-press-secretary-kingsley-wilson-holds-an-on-camera-on-the-record-press\/\">outspoken<\/a> and <a href=\"https:\/\/www.motherjones.com\/politics\/2025\/03\/kingsley-cortes-wilson-defense-department\/\">controversial<\/a> spokesperson suddenly went silent.<\/p>\n<p>\u201cI can tell you that every single person who we have hit thus far who is in a drug boat carrying narcotics to the United States is a narcoterrorist. Our intelligence has confirmed that, and we stand by it,\u201d <a href=\"https:\/\/www.war.gov\/News\/Transcripts\/Transcript\/Article\/4346661\/pentagon-press-secretary-kingsley-wilson-holds-an-on-camera-on-the-record-press\/\">Wilson said<\/a> on Tuesday during a pseudo Pentagon press briefing where attendance was limited to media outlets that have agreed to limits on the scope of their reporting.<\/p>\n<p>\u201cOur intelligence absolutely confirms who these people are,\u201d she said. \u201cI can tell you that, without a shadow of a doubt, every single one of our military and civilian lawyers knows that these individuals are narcoterrorists.\u201d<\/p>\n<p>In exclusive comments to The Intercept, Houlahan expressed her doubts and demanded proof.<\/p>\n<p>\u201cIf there is intelligence that \u2018absolutely confirms\u2019 this \u2014 present it. Come before the House or Senate Intelligence committees and let Congress provide the proper oversight and checks and balances the American people deserve,\u201d said Houlahan, who serves on the House Armed Services Committee and the House Permanent Select Committee on Intelligence. \u201cPut the whispers and doubts to rest once and for all. If there is intelligence to \u2018absolutely confirm\u2019 this, the Congress is ready to receive it. Until we all see it, you can surely understand why we are skeptical.\u201d<\/p>\n<p><!-- BLOCK(cta)[0](%7B%22componentName%22%3A%22CTA%22%2C%22entityType%22%3A%22SHORTCODE%22%2C%22optional%22%3Atrue%7D)(%7B%7D) --><\/p>\n<p><!-- END-BLOCK(cta)[0] --><\/p>\n<p>Both the House Armed Services Committee and the House Permanent Select Committee on Intelligence, both of which Houlahan serves on, routinely receive classified briefings from the military.<\/p>\n<p>Wilson \u2014 who <a href=\"https:\/\/www.war.gov\/News\/Transcripts\/Transcript\/Article\/4346661\/pentagon-press-secretary-kingsley-wilson-holds-an-on-camera-on-the-record-press\/\">touted<\/a> a \u201cnew era\u201d of working to \u201ckeep the American people informed and to ensure transparency\u201d on Tuesday \u2014 did not respond to questions or requests for comment from The Intercept about Houlahan\u2019s remarks or appearing before Congress.<\/p>\n<p>In past classified briefings to lawmakers and congressional staff, the military has admitted that <a href=\"https:\/\/theintercept.com\/2025\/10\/31\/trump-venezuela-boat-strikes-unprivileged-belligerants\/\">it does not know exactly who it\u2019s killing in the boat strikes<\/a>, according to seven government officials who have spoken with The Intercept.<\/p>\n<p>Rep. Sara Jacobs, D-Calif., also a member of the House Armed Services Committee, said that Pentagon officials who briefed her admitted that the administration does not know the identities of all the individuals who were killed in the strikes.<\/p>\n<p>\u201cThey said that they do not need to positively identify individuals on the vessels to do the strikes,\u201d Jacobs <a href=\"https:\/\/theintercept.com\/2025\/10\/31\/trump-venezuela-boat-strikes-unprivileged-belligerants\/\">told <\/a>The Intercept in October. \u201cThey just need to show a connection to a DTO or affiliate,\u201d she added, using shorthand for \u201c<a href=\"https:\/\/theintercept.com\/2025\/10\/01\/trump-venezuela-boat-strike-designated-terror-organization\/\">designated terrorist organizations<\/a>,\u201d the Trump administration\u2019s term for the secret list of groups with whom it claims to be at war.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-twenty-one-attacks\">Twenty-One Attacks<\/h2>\n<p>The military has carried out 21 known attacks, destroying 22 boats in the Caribbean Sea and eastern Pacific Ocean since September and <a href=\"https:\/\/theintercept.com\/2025\/11\/17\/trump-boat-strikes-death-toll-caribbean-pacific\/\">killing at least 83 civilians<\/a>. It has not conducted a strike on a vessel since November 15.<\/p>\n<p>Since the strikes began, experts in the laws of war and members of Congress <a href=\"https:\/\/theintercept.com\/2025\/09\/10\/trump-venezuela-boat-attack-drone\/\">from both parties<\/a> say the strikes are illegal <a href=\"https:\/\/theintercept.com\/2025\/10\/10\/briefing-podcast-trump-venezuela-boat-strikes\/\">extrajudicial killings <\/a>because the military is not permitted to deliberately target civilians \u2014 even suspected criminals \u2014 who do not pose an imminent threat of violence.<\/p>\n<p>The summary executions mark a major departure from typical practice in the <a href=\"https:\/\/theintercept.com\/podcasts\/collateral-damage\/\">long-running U.S. war on drugs<\/a>, where law enforcement agencies <a href=\"https:\/\/theintercept.com\/2025\/09\/26\/trump-venezuela-boat-strike-drugs\/\">arrest<\/a> suspected drug smugglers.<\/p>\n<p>A double-tap strike during the initial September 2 attack \u2014 where the U.S. hit an incapacitated boat for a second time, killing two survivors clinging to the wreckage \u2014 added a second layer of illegality to strikes that experts and lawmakers say are already tantamount to murder. The Washington Post recently <a href=\"https:\/\/archive.is\/XaZrB\" target=\"_blank\" rel=\"noreferrer noopener\">reported <\/a>that Hegseth personally ordered the follow-up attack, giving a spoken order \u201cto kill everybody.\u201d<\/p>\n<p>Hegseth acknowledged U.S. forces conducted a follow-up strike on the alleged drug boat during a Cabinet meeting at the White House on Tuesday but distanced himself from the killing of people struggling to stay afloat.<\/p>\n<p>\u201cI didn\u2019t personally see survivors,\u201d Hegseth <a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/pete-hegseth-says-didnt-see-survivors-september-boat-strike-fog-war-rcna246978\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> reporters, noting that he watched live footage of the attack. \u201cThe thing was on fire. It was exploded in fire and smoke. You can\u2019t see it.\u201d<\/p>\n<p>He added, \u201cThis is called the fog of war.\u201d<\/p>\n<p>Hegseth said <a href=\"https:\/\/theintercept.com\/2025\/12\/02\/caribbean-boat-strike-double-tap\/\">Adm. Frank M. Bradley<\/a>, then the commander of Joint Special Operations Command and now head of Special Operations Command, \u201cmade the right call\u201d in ordering the second strike, which the war secretary claimed came after he himself left the room. In a statement to The Intercept earlier this week, Special Operations Command pushed back on the contention that Bradley ordered a double-tap attack.<\/p>\n<p>\u201cHe does not see his actions on 2 SEP as a \u2018double tap,\u2019\u201d Col. Allie Weiskopf, the director of public affairs at Special Operations Command, <a href=\"https:\/\/theintercept.com\/2025\/12\/02\/caribbean-boat-strike-double-tap\/\">told <\/a>The Intercept on Tuesday.<\/p>\n<p>Bradley and Gen. Dan Caine, the chair of the Joint Chiefs of Staff, are slated to go to Capitol Hill on Thursday to answer questions about the attack amid an ongoing uproar. Congressional staffers say that Bradley is currently slated to only meet with House Armed Services Committee Chair Mike Rogers, R-Ala., and ranking member Rep. Adam Smith, D-Wash., along with the Senate Armed Services Committee Chair Roger Wicker, R-Miss., and ranking member Sen. Jack Reed, D-R.I.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-the-seditious-six\">\u201cThe Seditious Six\u201d<\/h2>\n<p>Houlahan was one of six Democratic members of Congress <a href=\"https:\/\/www.nj.com\/politics\/2025\/11\/we-will-not-be-intimidated-dems-respond-after-trump-threatens-them-with-death-penalty.html\" target=\"_blank\" rel=\"noreferrer noopener\">who appeared in a video<\/a> late last month reminding members of the military of their duty not to obey illegal orders. President Donald Trump called for the group to face arrest and trial or <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115582703277798715\">even execution<\/a>, saying the video <a href=\"https:\/\/www.nj.com\/politics\/2025\/11\/lock-them-up-trump-fumes-over-new-warning-to-the-military.html\" target=\"_blank\" rel=\"noreferrer noopener\">amounted to<\/a> \u201cSEDITIOUS BEHAVIOR FROM TRAITORS.\u201d<\/p>\n<p>Wilson, during her faux press briefing \u2014 delivered to mostly <a href=\"https:\/\/theintercept.com\/2025\/09\/21\/department-of-war-pentagon-press-frepete-hegseth\/\">administration cheerleaders<\/a> after outlets from the New York Times to Fox News relinquished their Pentagon press passes rather than agree to restrictions that <a href=\"https:\/\/www.militaryreporters.org\/2025\/10\/mre-remains-opposed-to-pentagon-pledge\/\">constrain reporters\u2019 First Amendment rights<\/a> \u2014 called out Houlahan and her fellow lawmakers in the video.<\/p>\n<p>\u201c[T]he Seditious Six urged members of our military to defy their chain of command in an unprecedented, treasonous and shameful conspiracy to sow distrust and chaos in our armed forces,\u201d said Wilson. She went on to call the video \u201ca politically motivated influence operation\u201d that \u201cputs our warfighters at risk.\u201d<\/p>\n<p>Hegseth described the members of Congress\u2019s video as \u201cdespicable, reckless, and false.\u201d Hegseth himself, however, had delivered a similar message recorded in 2016 footage <a href=\"https:\/\/www.cnn.com\/2025\/12\/02\/us\/hegseth-illegal-orders-video-democrats-kfile-invs\" target=\"_blank\" rel=\"noreferrer noopener\">revealed<\/a> <a href=\"https:\/\/www.cnn.com\/2025\/12\/02\/us\/hegseth-illegal-orders-video-democrats-kfile-invs\">by CNN<\/a> on Tuesday.<\/p>\n<p>\u201cIf you\u2019re doing something that is just completely unlawful and ruthless, then there is a consequence for that.
