His wife of 25 years was deported from the same camp without a chance to see her dying husband.<\/p>\n<p class=\"dcr-130mj7b\">Francisco Gaspar-Andr\u00e9s, 48, died on 3 December at a hospital in El Paso, as Democratic lawmakers and <a href=\"https:\/\/www.theguardian.com\/us-news\/usimmigration\" data-link-name=\"in body link\">immigration<\/a> advocates were ramping up <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/23\/democrats-texas-immigration-jail\" data-link-name=\"in body link\">demands<\/a> that the camp be closed down <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/09\/texas-ice-camp-abuse-immigration\" data-link-name=\"in body link\">amid allegations<\/a> of inhumane conditions there. He had an infection and ultimately deteriorated into organ failure, internal bleeding and death.<\/p>\n<p class=\"dcr-130mj7b\">On 28 November, his wife, now widow, Luci?a Pedro Juan, was put on a deportation flight to Guatemala, after also being held at the ICE tent facility known as Camp East Montana at Fort Bliss, according to <a href=\"https:\/\/www.elpasotimes.com\/story\/news\/immigration\/2025\/12\/19\/immigration-news-widow-says-ice-failed-husband-in-custody\/87786319007\/\" data-link-name=\"in body link\">an account<\/a> she gave to the El Paso Times.<\/p>\n<p class=\"dcr-130mj7b\">The Trump administration <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/08\/texas-army-fort-bliss-deportation-detention\" data-link-name=\"in body link\">ordered<\/a> Camp East Montana constructed earlier this year to hold migrants on the army base.<\/p>\n<p class=\"dcr-130mj7b\">Pedro Juan was traced by the El Paso Times to the town of Santa Eulalia in Guatemala\u2019s western highlands, where she told journalists visiting her that she and her husband had been taken separately to Fort Bliss after being arrested during a traffic stop in south Florida in September, where they had lived for years and have five children.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI never saw him again, I never spoke to him or heard his voice again. It\u2019s something terrible they did to us,\u201d she tearfully <a href=\"https:\/\/www.elpasotimes.com\/story\/news\/immigration\/2025\/12\/19\/immigration-news-widow-says-ice-failed-husband-in-custody\/87786319007\/\" data-link-name=\"in body link\">told the Texas outlet in an in-depth interview<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Pedro Juan also said that she had eventually agreed to be deported to Guatemala because she feared she might die amid the US camp\u2019s harsh conditions.<\/p>\n<p class=\"dcr-130mj7b\">ICE and DHS did not respond to queries and requests for comment from the Guardian about Pedro Juan.<\/p>\n<p class=\"dcr-130mj7b\">Gaspar-Andr\u00e9s and Pedro Juan had separately crossed the <a href=\"https:\/\/www.theguardian.com\/us-news\/us-mexico-border\" data-link-name=\"in body link\">US-Mexico border<\/a> without authorization more than 18 years ago and lived near Homestead, Florida, where they raised their family and eventually ran a plant nursery as undocumented members of the community. But when police stopped them on Labor Day in September of this year while out shopping for groceries, they were immediately detained.<\/p>\n<p class=\"dcr-130mj7b\">ICE <a href=\"https:\/\/www.ice.gov\/news\/releases\/illegal-alien-guatemala-ice-custody-dies-local-hospital-suspected-natural-causes\" data-link-name=\"in body link\">said<\/a> after initial detention Gaspar-Andr\u00e9s was admitted to a Miami hospital and treated for alcohol withdrawal and later transferred to Texas detention.<\/p>\n<p class=\"dcr-130mj7b\">An autopsy report from the El Paso county office of the medical examiner ruled Gaspar-Andres\u2019s death as natural and attributed it to \u201ccomplications of alcoholic hepatic cirrhosis\u201d, an advanced stage of liver damage from long-term alcohol use.<\/p>\n<p class=\"dcr-130mj7b\">The ministry of foreign affairs of Guatemala said it was informed by ICE about Gaspar-Andr\u00e9s\u2019s deteriorating health in early December.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe requested that an investigation be conducted into the causes (of death), and the family has been advised regarding the repatriation process,\u201d Ligia Reyes, the Guatemalan consul in Del Rio, <a href=\"https:\/\/www.theguardian.com\/us-news\/texas\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Texas<\/a>, said in an interview with Emisoras Unidas in Guatemala.<\/p>\n<p class=\"dcr-130mj7b\">ICE and DHS officials did not give further details and clarification on the medical timeline and Gaspar-Andres\u2019s treatment beyond what was outlined in ICE\u2019s press release. The ICE office in El Paso directed the Guardian to the autopsy report.<\/p>\n<p class=\"dcr-130mj7b\">A DHS spokesperson said in an email: \u201cOn December 3, Francisco Gaspar-Andr\u00e9s, died of natural causes related to alcoholic hepatic liver cirrhosis<strong> <\/strong>at the Hospitals of Providence East. ICE medical staff ensured he had constant, high-quality medical care.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The email said of the Guardian\u2019s inquiries about conditions at the camp at Fort Bliss and Gaspar-Andr\u00e9s\u2019s care: \u201cThis is fearmongering clickbait. As our brave ICE law enforcement is facing a more than 1150% increase in assaults against them, the Guardian is choosing to smear them with. All detainees are provided with proper meals, medical treatment, access to showers, and have opportunities to communicate with lawyers and their family members. It is a longstanding practice to provide comprehensive medical care from the moment an alien enters ICE custody. This is the best healthcare that many aliens have received in their entire lives. No lawbreakers in the history of human civilization have been treated better than illegal aliens in the United States. Get a grip.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Texas congresswoman Veronica Escobar, a Democrat whose district includes El Paso and Fort Bliss, has repeatedly written to <a href=\"https:\/\/www.theguardian.com\/us-news\/kristi-noem\" data-link-name=\"in body link\">Kristi Noem<\/a>, the secretary at the Department of Homeland Security (DHS), the parent agency of <a href=\"https:\/\/www.theguardian.com\/us-news\/ice-us-immigration-and-customs-enforcement\" data-link-name=\"in body link\">ICE<\/a>, and Todd Lyons, acting director of ICE to complain about the camp at Fort Bliss.<\/p>\n<p class=\"dcr-130mj7b\">In a letter on 9 December, she said: \u201cDespite claims from DHS about the inhumane, abhorrent conditions at facilities like Camp East Montana being \u2018categorically false,\u2019 my own visits and discussions with detainees prove otherwise.\u201d<\/p>\n<p>\u201cNever before has an administration so carelessly made a mockery of the rule of law while hypocritically championing values like law and order. From their denial of true oversight visits to the cruel treatment of detainees at this facility, it is abundantly clear Camp East Montana is not being effectively or humanely operated.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In a letter on 19 December, Escobar said she had not received responses to two previous letters and she continued to have \u201cgrave concerns\u201d about operations and conditions at the facility.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI was angered to learn that since my last visit to Camp East Montana, ICE\u2019s negligence has led to the first known death in custody at the facility,\u201d she wrote.<\/p>\n<p class=\"dcr-130mj7b\">She added of Gaspar-Andr\u00e9s: \u201cHe repeatedly sought medical care throughout his stay; despite requiring care for increasingly severe symptoms, staff at Camp East Montana only transferred Gaspar-Andres to a local hospital once he was in critical condition.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Escobar was among a group of US representatives <a href=\"https:\/\/www.courthousenews.com\/ban-on-detention-camp-oversight-drop-ins-draws-democrat-lawsuit\/\" data-link-name=\"in body link\">that sued<\/a> the administration over new limits and even blocks imposed on national lawmakers exercising their constitutional rights to observe ICE detention facilities.<\/p>\n<p class=\"dcr-130mj7b\">Last week a federal <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/17\/trump-ice-immigration-detention-facilities-congress-visits\" data-link-name=\"in body link\">judge ruled<\/a> that the Trump administration cannot bar members of Congress from making unannounced visits to such facilities.<\/p>\n<p class=\"dcr-130mj7b\">Escobar further wrote in her 19 December letter that: \u201cDuring my latest oversight visit to Camp East Montana on November 24th, I again heard from detainees that several of the issues that my staff and I have been aware of since August have not yet been adequately resolved. Issues persist with rotten food, inconsistent access to necessary medications, lack of regular access to recreational areas, and inconsistent laundry and cleaning services for uniforms.\u201d<\/p>\n<p class=\"dcr-130mj7b\">She said she believed the camp was understaffed and that detainees told her they were having difficulties receiving updates on their legal cases and were being held there for much longer than the 15 days intended for such a short-term facility.<\/p>\n<p class=\"dcr-130mj7b\">Her letter asked: \u201cWhat kind of meaningful oversight is being conducted at Camp East Montana?\u201d<\/p>\n<p class=\"dcr-130mj7b\">Experts have <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/30\/us-watchdog-human-rights-department-homeland-security\" data-link-name=\"in body link\">already warned<\/a> that the federal watchdog system at DHS that oversees complaints about civil rights violations, including in immigration detention, has been gutted so thoroughly that it could be laying the groundwork for the Trump administration to \u201cabuse people with impunity\u201d.
