{"id":5486,"date":"2025-12-20T18:23:58","date_gmt":"2025-12-20T18:23:58","guid":{"rendered":"https:\/\/microvibenews.com\/?p=5486"},"modified":"2025-12-20T18:23:58","modified_gmt":"2025-12-20T18:23:58","slug":"new-york-governor-kathy-hochul-signs-raise-act-to-regulate-ai-safety","status":"publish","type":"post","link":"https:\/\/microvibenews.com\/?p=5486","title":{"rendered":"New York Governor Kathy Hochul signs RAISE Act to regulate AI safety"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p id=\"speakable-summary\" class=\"wp-block-paragraph\">Governor Kathy Hochul has signed the RAISE Act, positioning New York as the second U.S. state to enact major AI safety legislation.<\/p>\n<p class=\"wp-block-paragraph\">State lawmakers <a href=\"https:\/\/techcrunch.com\/2025\/06\/13\/new-york-passes-a-bill-to-prevent-ai-fueled-disasters\/\">passed RAISE Act<\/a> in June, but following lobbying from the tech industry, <a rel=\"nofollow\" href=\"https:\/\/www.axios.com\/2025\/12\/11\/ny-gov-kathy-hochul-major-changes-ai-bill\">Hochul proposed changes<\/a> to scale the bill back. <a rel=\"nofollow\" href=\"https:\/\/www.nytimes.com\/2025\/12\/19\/nyregion\/ai-bill-regulations-ny.html\">The New York Times reports<\/a> that Hochul ultimately agreed to sign the original bill, while lawmakers agreed to make her requested changes next year.<\/p>\n<p class=\"wp-block-paragraph\">The bill will require large AI developers to publish information about their safety protocols and report safety incidents to the state within 72 hours. It will also create a new office within the Department of Financial Services to monitor AI development.<\/p>\n<p class=\"wp-block-paragraph\">If companies fail to submit safety reports or make false statements, they can be fined up to $1 million ($3 million for subsequent violations).<\/p>\n<p class=\"wp-block-paragraph\">California Governor Gavin Newsom <a href=\"https:\/\/techcrunch.com\/2025\/09\/29\/california-governor-newsom-signs-landmark-ai-safety-bill-sb-53\/\">signed a similar safety bill<\/a> in September, which Hochul referenced in <a rel=\"nofollow\" href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-signs-nation-leading-legislation-require-ai-frameworks-ai-frontier-models\">her announcement<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis law builds on California\u2019s recently adopted framework, creating a unified benchmark among the country\u2019s leading tech states as the federal government lags behind, failing to implement common-sense regulations that protect the public,\u201d Hochul said.<\/p>\n<p class=\"wp-block-paragraph\">State Senator Andrew Gounardes, one of the bill\u2019s sponsors, <a rel=\"nofollow\" href=\"https:\/\/x.com\/agounardes\/status\/2002161024250618221\">posted<\/a>, \u201cBig Tech thought they could weasel their way into killing our bill. In fact, a super PAC backed by Andreessen Horowitz and OpenAI President Greg Brockman is looking to <a href=\"https:\/\/techcrunch.com\/2025\/11\/17\/a16z-backed-super-pac-is-targeting-alex-bores-sponsor-of-new-yorks-ai-safety-bill-he-says-bring-it-on\/\">challenge Assemblyman Alex Bores<\/a>, who co-sponsored the bill with Gounardes. (Bores told journalists, \u201cI appreciate how straightforward they\u2019re being about it.\u201d)<\/p>\n<p class=\"wp-block-paragraph\">This comes after President Donald Trump <a href=\"https:\/\/techcrunch.com\/2025\/12\/08\/one-rule-trump-says-hell-sign-an-executive-order-blocking-state-ai-laws-despite-bipartisan-pushback\/\">signed an executive order<\/a> that directs federal agencies to challenge state AI laws.
