{"id":5132,"date":"2025-12-19T12:30:14","date_gmt":"2025-12-19T12:30:14","guid":{"rendered":"https:\/\/microvibenews.com\/?p=5132"},"modified":"2025-12-19T12:30:14","modified_gmt":"2025-12-19T12:30:14","slug":"revealed-fbi-opened-domestic-terrorism-investigations-into-anti-ice-activity-across-us-fbi","status":"publish","type":"post","link":"https:\/\/microvibenews.com\/?p=5132","title":{"rendered":"Revealed: FBI opened domestic terrorism investigations into anti-ICE activity across US | FBI"},"content":{"rendered":"<p><\/p>\n<div>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/us-news\/fbi\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">FBI<\/a> has launched \u201ccriminal and domestic terrorism investigations\u201d into \u201cthreats against immigration enforcement activity\u201d in at least 23 regions across the US, according to an internal report shared with the Guardian.<\/p>\n<p class=\"dcr-130mj7b\">The two-page FBI document, dated 14 November, says some of the investigations are related to the \u201ccountering domestic terrorism\u201d <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/25\/trump-presidential-memorandum-political-violence\" data-link-name=\"in body link\">memo issued by Donald Trump<\/a> in September.<\/p>\n<p class=\"dcr-130mj7b\">Released after the <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/11\/charlie-kirk-obituary\" data-link-name=\"in body link\">killing of Charlie Kirk<\/a>, Trump\u2019s memo, known as <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/countering-domestic-terrorism-and-organized-political-violence\/\" data-link-name=\"in body link\">NSPM-7<\/a>, called for a \u201cnational strategy\u201d to thwart \u201cviolent and terroristic activities\u201d associated with \u201canti-fascism\u201d. It described \u201canti-Americanism, anti-capitalism and anti-Christianity\u201d as threats and cited \u201criots\u201d in Los Angeles and Portland, referring to <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/12\/los-angeles-ice-protests-immigration\" data-link-name=\"in body link\">protests<\/a> against <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/21\/la-ice-protests-hotels-to-avoid-list\" data-link-name=\"in body link\">Immigration and Customs Enforcement (ICE)<\/a>, as examples of \u201cpolitical violence\u201d.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/propertyofthepeople.org\/document-detail\/?doc-id=26385855\" data-link-name=\"in body link\">The FBI document<\/a>, disseminated to other law enforcement agencies, warns of increased \u201cthreat activity targeting government personnel or facilities related to immigration enforcement efforts\u201d. It points to two violent attacks against ICE facilities in Texas, but says \u201cdomestic terrorist subjects\u201d, who fall under NSPM-7, have also engaged in \u201creactive violent attacks which took advantage of First Amendment-protected activities nationwide\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201c[Domestic terrorist] attacks against ICE continue to be perpetrated primarily by individuals or small groups of actors,\u201d the report continued, asserting that recent incidents marked \u201can escalation in violence compared to past attacks, which primarily resulted in property damage\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The document says \u201cindicators\u201d that an individual may be planning to attack ICE include \u201cstockpiling or distributing firearms\u201d, but also \u201cconducting online research\u201d about agents\u2019 movements and <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/21\/fbi-signal-group-chat-immigration\" data-link-name=\"in body link\">using encrypted messaging apps<\/a>.<\/p>\n<figure id=\"893305cd-4bd7-43d4-8eda-9e444c04a414\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">A map from an internal November FBI report showing field offices where the bureau has launched investigations into \u2018threats\u2019 against ICE and \u2018domestic terrorism\u2019 investigations under Trump\u2019s NPSM-7 memo.<\/span> Photograph: Public records obtained by Property of the People<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">The FBI report was republished by another law enforcement entity and disclosed in documents obtained through public records requests by <a href=\"https:\/\/propertyofthepeople.org\/\" data-link-name=\"in body link\">Property of the People<\/a>, a government transparency non-profit.<\/p>\n<p class=\"dcr-130mj7b\">Civil rights groups have <a href=\"https:\/\/www.aclu.org\/news\/national-security\/how-nspm-7-seeks-to-use-domestic-terrorism-to-target-nonprofits-and-activists\" data-link-name=\"in body link\">raised<\/a> concerns that NSPM-7 would be used to crack down on leftist organizing, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/13\/protester-charged-ice-los-angeles\" data-link-name=\"in body link\">ICE protesters<\/a> and Trump critics, and advocates who reviewed the FBI\u2019s November report for the Guardian said it renewed their fears.<\/p>\n<p class=\"dcr-130mj7b\">\u201c[The FBI document] is infused with vague and overbroad language, which was exactly our concern about NSPM-7 in the first place. It invites law enforcement suspicion and investigation based on purely first amendment-protected beliefs and activities,\u201d said Hina Shamsi, <a href=\"https:\/\/www.aclu.org\/news\/national-security\/how-nspm-7-seeks-to-use-domestic-terrorism-to-target-nonprofits-and-activists\" data-link-name=\"in body link\">director<\/a> of the ACLU National Security Project. \u201cPeople who are entirely innocent of any wrongdoing can be subjected to surveillance or investigation. That imposes stigma. It can wrongly immesh people in the criminal legal system.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The FBI declined to comment.<\/p>\n<p class=\"dcr-130mj7b\">The FBI \u201cpublic safety awareness\u201d report warned that \u201ccriminal actors with varying social and political goals\u201d were increasingly threatening ICE, but it did not detail specific investigations or threats.<\/p>\n<p class=\"dcr-130mj7b\">The report said cases involving \u201cassault on a federal officer\u201d are the most common in the FBI\u2019s investigations into anti-ICE activity. The other cases involve domestic terrorism, conspiracy to impede or injure officers, civil unrest, anti-riot laws, destruction of vehicles, and \u201cbombing matters\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The FBI document referenced two concrete incidents of past violence. In July, a group of people allegedly <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/08\/texas-ice-agents-ambush\" data-link-name=\"in body link\">threw fireworks and vandalized vehicles<\/a> at an ICE detention center in Alvarado, Texas, before one of them allegedly <a href=\"https:\/\/www.star-telegram.com\/news\/local\/crime\/article312329476.html\" data-link-name=\"in body link\">shot<\/a> a local police officer. Some defendants in the case have since <a href=\"https:\/\/www.keranews.org\/criminal-justice\/2025-11-19\/prairieland-detention-center-shooting-defendants-alvarado-plead-guilty-federal-terrorism-related-charge-antifa\" data-link-name=\"in body link\">pleaded guilty<\/a> to terrorism-related charges while <a href=\"https:\/\/www.keranews.org\/criminal-justice\/2025-12-03\/prairieland-alvarado-ice-shooting-texas-trial-set-for-january-9-defendants-plead-not-guilty\" data-link-name=\"in body link\">others\u2019 cases are ongoing<\/a>, and a <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/18\/texas-antifa-ice-detention-center\" data-link-name=\"in body link\">Guardian investigation<\/a> has raised questions about the government\u2019s larger narratives about the events.<\/p>\n<p class=\"dcr-130mj7b\">In September, a gunman <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/24\/dallas-ice-shooting-texas-immigration-center-latest\" data-link-name=\"in body link\">fired<\/a> at an ICE field office in Dallas, killing two ICE detainees before <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/24\/dallas-ice-fatal-shooting-widow-interview\" data-link-name=\"in body link\">fatally shooting himself<\/a>. No ICE staff were injured. Some prominent Republicans <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/24\/dallas-texas-ice-facility-shooting-response\" data-link-name=\"in body link\">blamed<\/a> that shooting on \u201cthe left\u201d, but the shooter\u2019s motives and politics were <a href=\"https:\/\/www.keranews.org\/news\/2025-10-06\/dallas-ice-shooting-politics-and-ideology-or-notoriety-and-fame-joshua-jahns-immigration\" data-link-name=\"in body link\">not clear<\/a>, and there was no evidence the suspect was tied to any political organizing or activist groups.<\/p>\n<p class=\"dcr-130mj7b\">The FBI\u2019s report included a map spotlighting FBI offices across the country with ongoing investigations. As of 31 October, the FBI said it had opened criminal and domestic terrorism investigations into \u201cobserved threats\u201d against ICE activity across 23 of its field offices, spanning most regions of the country, including Washington state, Oregon, California, New Mexico, Kansas, Georgia, Illinois, Florida, New York and Maine. It\u2019s unclear how many total investigations the bureau has launched, with the report noting that in the regions of Chicago, Dallas and <a href=\"https:\/\/www.theguardian.com\/us-news\/portland\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Portland<\/a>, Oregon, there have been more than 10 \u201cincidents\u201d each.<\/p>\n<p class=\"dcr-130mj7b\">Separately, the FBI\u2019s map also listed 27 locations where there are ongoing domestic terrorism investigations that fall under NSPM-7, though the report does not specify if all of those cases are related to anti-ICE threats. The FBI did not respond to inquiries seeking clarification. The report also noted some NSPM-7 cases pre-dated the president\u2019s memo, but were aligned with its goals.<\/p>\n<p class=\"dcr-130mj7b\">There are more than 30 states total where the FBI has opened cases tied to anti-ICE activity or NSPM-7, the map shows.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThese areas could see increased threat activity in the near term,\u201d the FBI warned, without providing evidence or specifics.<\/p>\n<p class=\"dcr-130mj7b\">The report continued: \u201cIndicators that individuals may be planning an attack against ICE \u2026 may include conducting surveillance; conducting online research regarding when ICE personnel may be arriving at or departing from a facility or operation; stockpiling or distributing firearms with an intent to conduct an attack or discussing operational plans with other like-minded individuals via encrypted communication applications.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Civil liberties advocates said the \u201cindicators\u201d language was troubling.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt is not illegal to do online research about the publicly available movements of government officers or to communicate through encrypted apps like Signal or WhatsApp,\u201d said Rachel Levinson-Waldman, director of the Liberty and National Security Program at the Brennan Center for Justice, a nonprofit, in an email. \u201cWhile the document refers to using encrypted communications to \u2018discuss operational planning\u2019, that term is undefined and ambiguous, leaving it open what kinds of conversations might draw FBI scrutiny.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The FBI has recently faced criticisms over its surveillance of activists opposing ICE activities. Records obtained by Property of the People and shared with the Guardian last month revealed that the <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/21\/fbi-signal-group-chat-immigration\" data-link-name=\"in body link\">FBI spied on a private Signal group chat<\/a> of volunteers organizing \u201ccourtwatch\u201d efforts, characterizing the activists who monitor public proceedings in immigration courtrooms as \u201canarchist violent extremists\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The FBI\u2019s November report builds on assertions by the Trump administration of a dramatic rise in attacks on immigration enforcement agents. The Department of Homeland Security (DHS) has repeatedly <a href=\"https:\/\/www.dhs.gov\/news\/2025\/09\/22\/despite-1000-increase-assaults-ice-officers-governor-newsom-signs-unconstitutional\" data-link-name=\"in body link\">asserted<\/a> that there has been a \u201c1,000% increase\u201d in assaults on ICE officers, a claim written into NSPM-7. But the DHS has not <a href=\"https:\/\/www.npr.org\/2025\/10\/10\/nx-s1-5565146\/white-house-claims-more-than-1-000-rise-in-assaults-on-ice-agents-data-says-otherwise\" data-link-name=\"in body link\">provided evidence to support the claim<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">A recent Los Angeles Times <a href=\"https:\/\/www.latimes.com\/california\/story\/2025-12-01\/dhs-1000-percent-increase-attacks-on-ice-agents-times-analysis\" data-link-name=\"in body link\">investigation<\/a>, based on thousands of pages of court records involving assault cases prosecuted in southern California, Portland, Chicago and Washington DC, found the majority of alleged attacks resulted in no injury to an agent. Law enforcement files <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/28\/doj-la-protesters-false-claims\" data-link-name=\"in body link\">reviewed<\/a> by the Guardian in July revealed that US immigration officers had made false and misleading statements about several Los Angeles protesters they arrested during mass demonstrations and had accused of violence. Several high-profile federal <a href=\"https:\/\/www.oregonlive.com\/crime\/2025\/12\/assault-charge-dismissed-against-ice-protester-after-video-shows-no-attack-on-officer-in-portland.html\" data-link-name=\"in body link\">prosecutions<\/a> for alleged assaults against immigration officers have <a href=\"https:\/\/www.spokesman.com\/stories\/2025\/nov\/04\/jury-finds-spokane-man-fighting-deportation-not-gu\/\" data-link-name=\"in body link\">ended<\/a> in <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/19\/jose-manuel-mojica-la-protester-charges-dropped\" data-link-name=\"in body link\">dismissals<\/a> or <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/18\/los-angeles-border-agent-trial\" data-link-name=\"in body link\">not guilty<\/a> <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/06\/man-threw-sandwich-agent-washington-not-guilty-verdict\" data-link-name=\"in body link\">verdicts<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The FBI report further noted that NSPM-7 called for the investigation of \u201cinstitutional and individual funders, and officers and employees of organizations, that are responsible for, sponsor, or otherwise aid and abet\u201d criminal conduct, part of the memo that has raised strong concerns about the federal government <a href=\"https:\/\/www.theguardian.com\/business\/2025\/sep\/25\/george-soros-foundation-investigation-doj-trump\" data-link-name=\"in body link\">targeting civil society and nonprofit groups<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The FBI\u2019s report said it was building on an <a href=\"https:\/\/www.cbsnews.com\/news\/dhs-fbi-warn-attacks-ice-domestic-violent-extremists\/\" data-link-name=\"in body link\">intelligence bulletin<\/a> it issued in October, also obtained by Property of the People, about \u201cdomestic violent extremists\u201d threatening ICE. That bulletin included a footnote stating, \u201cThe mere advocacy of political or social positions, political activism, use of strong rhetoric, or generalized philosophic embrace of violent tactics does not constitute extremism and may be constitutionally protected.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Ryan Shapiro, executive director of Property of the People, said the FBI\u2019s November report was particularly alarming when considered alongside a US attorney general\u2019s office <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/05\/pam-bondi-antifa-tax-crimes\" data-link-name=\"in body link\">4 December memo<\/a> on NSPM-7 implementation.<\/p>\n<p class=\"dcr-130mj7b\">The memo to federal prosecutors said \u201ccriminal conduct rising to the level of domestic terrorism\u201d includes \u201cdoxing of law enforcement, mass rioting and destruction \u2026 violent efforts to shut down immigration enforcement [and] targeting of public officials\u201d. It cited \u201copposition to \u2026 immigration enforcement\u201d \u2026 and \u201cextreme views in favor of mass migration and open borders\u201d as potential terrorist ideologies.<\/p>\n<p class=\"dcr-130mj7b\">The attorney general called for a wide range of prosecutions, including \u201cpicketing or parading with intent to obstruct the administration of justice\u201d and \u201cobstruction or disruption in or on federal property\u201d. It also directed federal law enforcement agencies to share \u201cAntifa\u201d files with the FBI.<\/p>\n<p class=\"dcr-130mj7b\">Trump has <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/22\/trump-executive-order-antifa-terrorist-organization\" data-link-name=\"in body link\">branded<\/a> \u201cantifa\u201d a terrorist organization, despite the fact that <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/23\/what-is-antifa-meaning-trump\" data-link-name=\"in body link\">there is no formal \u201cantifa\u201d entity<\/a>, with the term frequently used by conservatives to describe a wide range of anti-fascist, leftist and liberal activism.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAt its core, the war on antifa is a war on dissent, a war on free speech,\u201d Shapiro said in a statement. He argued the FBI and attorney general memos, along with Trump\u2019s repeated disparaging of protesters and opponents, \u201cstrongly suggest that one of the primary functions of NSPM-7 is to serve as a vehicle for targeting anti-ICE organizing broadly as an anarchist violent extremist threat\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The records, Shapiro added, suggest \u201cthe ultimate intended use of NSPM-7 is as an instrument for classifying criticism of the Trump regime as extremism and terrorism\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Spokespeople for ICE and DHS did not respond to inquiries.<\/p>\n<p class=\"dcr-130mj7b\">Abigail Jackson, a White House spokesperson, said in an email that NSPM-7 is \u201cfocused on investigating, disrupting, dismantling, and prosecuting individuals and entities engaged in organized political violence and domestic terrorism \u2013 specifically the sophisticated and organized campaigns that necessitate a new law enforcement strategy\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Jackson accused \u201cleftwing organizations\u201d of fueling \u201cviolent riots\u201d, organizing \u201cattacks against law enforcement officers\u201d and carrying out other crimes. \u201cThe <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Trump administration<\/a> will get to the bottom of this vast network inciting violence in American communities, and the president\u2019s executive actions to address leftwing violence will put an end to any illegal activities.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A DoJ spokesperson declined to comment on the specifics of the attorney general\u2019s memo, saying in a statement: \u201cPolitical violence has no place in this country, and this Department of Justice will investigate, identify, and root out any individual or violent extremist group attempting to commit or promote this heinous activity.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In response to questions about federal assault prosecutions ending in acquittals and dismissals, the spokesperson said: \u201cThe Department of Justice will continue to seek the most serious available charges against any individual who puts federal agents in harm\u2019s way \u2026 We will never make charging decisions based on the opinions of self-proclaimed \u2018experts\u2019.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Mike German, a former FBI agent, who is <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/aug\/28\/fbi-far-right-white-supremacists-police\" data-link-name=\"in body link\">now a civil liberties advocate<\/a>, said NSPM-7 was a \u201cchilling document that likens political opposition to government policy to terrorism\u201d. He also noted that since 9\/11, the FBI has had wide latitude to launch terrorism investigations based on minimal evidence and with little oversight.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAll it takes is an allegation to justify opening a preliminary investigation, and agents can make their own allegations, so the number of investigations doesn\u2019t really tell you very much other than the FBI is taking this mandate from NSPM-7 to open a wide range of cases,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">These kinds of FBI alerts with broad and vague language are unhelpful to other law enforcement officials, German added: \u201cIt doesn\u2019t give a lot of specific information about what law enforcement should be looking for or how to differentiate between a protester and somebody who might be presenting some kind of violent threat.
