{"id":3550,"date":"2025-12-14T14:17:37","date_gmt":"2025-12-14T14:17:37","guid":{"rendered":"https:\/\/microvibenews.com\/?p=3550"},"modified":"2025-12-14T14:17:37","modified_gmt":"2025-12-14T14:17:37","slug":"almost-half-of-people-using-employment-providers-threatened-with-payment-suspensions-new-data-shows-unemployment","status":"publish","type":"post","link":"https:\/\/microvibenews.com\/?p=3550","title":{"rendered":"Almost half of people using employment providers threatened with payment suspensions, new data shows | Unemployment"},"content":{"rendered":"<p><\/p>\n<div>\n<p class=\"dcr-130mj7b\">Almost half of all people using employment services received threats to suspend their payments in the last quarter, new data has revealed.<\/p>\n<p class=\"dcr-130mj7b\">The data from the Department of Employment and Workplace Relations (DEWR) showed a 23% increase in the number of payment suspension notices issued by Workforce Australia, with 618,000 issued from 1 July to 30 September 2025, up from from 504,000 in the previous quarter.<\/p>\n<p class=\"dcr-130mj7b\">It comes as advocates call for a pause in suspensions until the government can ensure the target compliance framework (TCF), the automated system that runs mutual obligations and has <a href=\"https:\/\/www.ombudsman.gov.au\/__data\/assets\/pdf_file\/0015\/323205\/Fairness-in-the-Targeted-Compliance-Framework.pdf\" data-link-name=\"in body link\">just been investigated by the commonwealth ombudsman<\/a>, is working legally.<\/p>\n<p class=\"dcr-130mj7b\">In an October 2025 Senate estimates hearing, Senator Jess Walsh said the government knew <a href=\"https:\/\/www.theguardian.com\/australia-news\/centrelink\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Centrelink<\/a> payment suspensions were causing harm, but defended leaving them on despite questions over whether they were used lawfully.<\/p>\n<p class=\"dcr-130mj7b\">Of the 618,000 payment suspension notices issued, 347,000 were issued by employment service providers and resulted in at least a temporary pause of payment. That amounts to nearly half of all employment services participants receiving a threat of payment suspension in a single quarter, analysis by the Australian Council of Social Services (Acoss) showed. First Nations people were most affected, with 52% of those with a provider having at least one suspension in the quarter.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\"><sub class=\"dcr-130mj7b\">Sign up: AU Breaking News email<\/sub><\/a><\/p>\n<p class=\"dcr-130mj7b\">The suspensions have taken place under Centrelink\u2019s mutual obligations regime, which is meant to ensure recipients are actively looking and preparing for work.<\/p>\n<p class=\"dcr-130mj7b\">Spokesperson for the Antipoverty Centre Kristin O\u2019Connell said the numbers were \u201cshocking\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe have now had confirmation from the commonwealth ombudsman, the Deloitte assurance review and an admission from DEWR itself in Senate estimates that their systems do not even hold enough information to confirm whether a payment suspension was lawful,\u201d she said.<\/p>\n<figure id=\"9e0d9ca8-3eb1-4574-bb14-120de429e0a0\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-47fhrn\"><gu-island name=\"RichLinkComponent\" priority=\"feature\" deferuntil=\"idle\" props=\"{&quot;richLinkIndex&quot;:9,&quot;element&quot;:{&quot;_type&quot;:&quot;model.dotcomrendering.pageElements.RichLinkBlockElement&quot;,&quot;prefix&quot;:&quot;Related: &quot;,&quot;text&quot;:&quot;Centrelink threatening payment suspensions at rate of five a minute, new analysis suggests&quot;,&quot;elementId&quot;:&quot;9e0d9ca8-3eb1-4574-bb14-120de429e0a0&quot;,&quot;role&quot;:&quot;richLink&quot;,&quot;url&quot;:&quot;https:\/\/www.theguardian.com\/australia-news\/2025\/nov\/02\/centrelink-payment-2025-payments-suspended-cancellations-mutual-obligation&quot;},&quot;ajaxUrl&quot;:&quot;https:\/\/api.nextgen.guardianapps.co.uk&quot;,&quot;format&quot;:{&quot;design&quot;:0,&quot;display&quot;:0,&quot;theme&quot;:0}}\"\/><\/figure>\n<p class=\"dcr-130mj7b\">\u201cContinuing to allow these penalties to be used when there are huge legal question marks is absurd and shows the government cares more about the financial viability of job agencies than the wellbeing of people in poverty.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Just 11.7% of jobseekers in Australia found long-term employment through a job provider in the latest financial year, at a cost of $750m to taxpayers, data released to parliament<strong> <\/strong>shows.<\/p>\n<p class=\"dcr-130mj7b\">Service providers are allowed to claim an \u201coutcome payment\u201d from the government when a client reaches milestones of four, 12 and 26 weeks in employment \u2013 regardless of whether the client found the job without the provider\u2019s assistance.<\/p>\n<p class=\"dcr-130mj7b\">The largest for-profit providers \u2013 those that have received $10m or more in contracts \u2013 were paid $300m in the last financial year, amounting to 41% of Workforce Australia\u2019s contract spending, the data shows.<\/p>\n<p class=\"dcr-130mj7b\">Acoss CEO Dr Cassandra Goldie said the system was failing to meet its \u201cown employment targets and large numbers of provider decisions are being overturned\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAny decision that affects a person\u2019s access to income support should not be made by private companies,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt is also crystal clear that an independent quality commission is needed to ensure accountability of providers and protect people from the harm being inflicted.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Tuesday, a second report by the commonwealth ombudsman found the department was not maintaining \u201ceffective oversight\u201d of employment providers, with the majority of decisions being overturned. When we considered this against the unlawful cancellations, it calls into question the fairness and reasonableness of decision-making that resulted in job seekers losing vital financial support.\u201d<\/p>\n<p class=\"dcr-130mj7b\">About half (51%) of these private provider decisions were overturned, but not before people were cut off from vital payments, the report said.<\/p>\n<p class=\"dcr-130mj7b\">Kate Allingham, the CEO of peak welfare group Economic Justice Australia, said the investigation showed there was \u201clittle regard\u201d for welfare recipients.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt is also clear that neither DEWR nor Services Australia have the ability to administer the employment services system in a way that is fair to the many hundreds of thousands of people who access these payments,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe fact that more than half of the people receiving income support were given compulsory activities that were impossible to meet shows how far this system has strayed from being genuinely supportive and accessible.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A spokesperson for DEWR said approximately 90% of payment suspensions were lifted before resulting in any gap or delay in a person\u2019s payment.<\/p>\n<p class=\"dcr-130mj7b\">It said the government had taken \u201cseveral measures to safeguard the use of suspensions\u201d, including increasing the resolution time from two to five days;
