The country\u2019s enactment of the policy is being watched closely by politicians, safety campaigners and parents. A number of other countries are not far behind, with Europe in particular hoping to replicate Australia, while the UK is keeping more of a watchful interest.<\/p>\n<h2 id=\"europe\" class=\"dcr-12ibh7f\">Europe<\/h2>\n<p class=\"dcr-130mj7b\"><strong>Denmark<\/strong> has said <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/07\/danish-pm-plans-to-ban-social-media-for-under-15s-warning-it-is-stealing-childhood\" data-link-name=\"in body link\">it will ban<\/a> social media for under-15s, with the prime minister, Mette Frederiksen, saying mobile phones and social media are \u201cstealing our children\u2019s childhood\u201d. The prime minister, Jonas Gahr St\u00f8re, has said the country must protect children from the \u201cpower of the algorithms\u201d.<\/p>\n<p class=\"dcr-130mj7b\"><strong>Ireland<\/strong> is introducing a digital wallet to verify the age and identity of social media users. The media minister, Patrick O\u2019Donovan, said this month an Australia-style ban was \u201cone of the things that we are holding in reserve\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In <strong>Spain<\/strong>, the prime minister, Pedro S\u00e1nchez, has called on parliament to pass a bill raising the minimum age for using social media to 16.<\/p>\n<p class=\"dcr-130mj7b\">In <strong>France<\/strong>, the president, Emmanuel Macron, has threatened to ban social media for under-15s and a parliamentary commission has also recommended such a move, including an overnight \u201cdigital curfew\u201d for 15- to 18-year-olds.<\/p>\n<p class=\"dcr-130mj7b\">The government in <strong>the Netherlands<\/strong>, meanwhile, has advised parents to block their children from social media until they are 15.<\/p>\n<p class=\"dcr-130mj7b\">In <strong>the EU<\/strong>, the <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/nov\/26\/social-media-ban-under-16s-european-parliament-resolution\" data-link-name=\"in body link\">European parliament has passed a non-binding resolution<\/a>, demanding under-16s be banned from using social media unless their parents decide otherwise. The resolution warned of the \u201caddictive\u201d nature of social media but is non-binding, meaning it will not become law. The EU already has legislation that enshrines digital safety in the form of the <a href=\"https:\/\/www.theguardian.com\/world\/2023\/aug\/25\/how-the-eu-digital-services-act-affects-facebook-google-and-others\" data-link-name=\"in body link\">Digital Services Act<\/a>, but an appetite remains to take oversight further.<\/p>\n<p class=\"dcr-130mj7b\">The Danish MEP behind the resolution, Christel Schaldemose, said she would continue to push for continent-wide regulation, although that ultimately requires a three-way cooperation between member states, the EU parliament and the European Commission, the EU\u2019s executive arm.<\/p>\n<p class=\"dcr-130mj7b\">The MEP said she was \u201cnot giving up\u201d until tougher regulations were in place. \u201cA strong age limit is a good starting point,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/world\/ursula-von-der-leyen\" data-link-name=\"in body link\">Ursula von der Leyen<\/a>, the commission\u2019s president, has promised to establish a panel of experts who will advise on the best approach for protecting children. Announcing the panel in September, she said parents were drowning in the \u201ctsunami of big tech flooding their family homes\u201d.<\/p>\n<h2 id=\"uk\" class=\"dcr-12ibh7f\">UK<\/h2>\n<p class=\"dcr-130mj7b\">In <strong>the UK<\/strong> the Labour government has not ruled out a ban, saying \u201cnothing is off the table\u201d but any ban must be \u201cbased on robust evidence\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Last year <a href=\"https:\/\/www.theguardian.com\/technology\/2024\/oct\/14\/new-bill-could-force-social-media-firms-to-make-content-less-addictive-for-children\" data-link-name=\"in body link\">momentum gathered<\/a> behind a private member\u2019s bill (legislation proposed by an individual lawmaker, not the government), imposing restrictions on under-16s using social media. But the bill was <a href=\"https:\/\/www.theguardian.com\/society\/2025\/jun\/08\/uk-government-looking-at-social-media-app-caps-children-peter-kyle\" data-link-name=\"in body link\">ultimately watered down<\/a>, albeit with a government commitment to research the issue further.<\/p>\n<p class=\"dcr-130mj7b\">The Molly Rose Foundation, a charity <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/nov\/15\/molly-russell-family-social-media-ofcom\" data-link-name=\"in body link\">established by the family of Molly Russell<\/a>, a teenager who killed herself after viewing harmful online content, is concerned that an age ban would do nothing to make social networks safer. It represents a profound challenge to Silicon Valley \u2013 by insisting that they design their products for keeping our kids safe \u2013 or leave them the heck alone,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, the UK government will monitor whether its new set of digital guardrails, <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/jul\/24\/what-are-the-new-uk-online-safety-rules-and-how-will-they-be-enforced\" data-link-name=\"in body link\">under the Online Safety Act<\/a>, have the desired impact on child safety.<\/p>\n<figure data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.NewsletterSignupBlockElement\" class=\"dcr-173mewl\"><gu-island name=\"EmailSignUpWrapper\" priority=\"feature\" deferuntil=\"visible\" props=\"{&quot;index&quot;:21,&quot;listId&quot;:4151,&quot;identityName&quot;:&quot;today-uk&quot;,&quot;description&quot;:&quot;Get the day\u2019s headlines and highlights emailed direct to you every morning&quot;,&quot;name&quot;:&quot;Headlines UK&quot;,&quot;frequency&quot;:&quot;Every day&quot;,&quot;successDescription&quot;:&quot;We'll send you The Guardian Headlines UK every day&quot;,&quot;theme&quot;:&quot;news&quot;,&quot;idApiUrl&quot;:&quot;https:\/\/idapi.theguardian.com&quot;}\"\/><\/figure>\n<h2 id=\"us\" class=\"dcr-12ibh7f\">US<\/h2>\n<p class=\"dcr-130mj7b\">In <strong>the US<\/strong>, social media restrictions are being brought in at state level. <strong>Utah<\/strong> has introduced legislation requiring under-18s to have parental consent to use social media, while also restricting social media use at night without similar permission.<\/p>\n<p class=\"dcr-130mj7b\">The <strong>Florida<\/strong> governor, Ron DeSantis, has signed a bill banning under-14s from joining social media, although the legislation \u2013 as with other similar state laws around the US \u2013 is subject to legal wrangling over whether it breaches the first amendment right to free speech.<\/p>\n<p class=\"dcr-130mj7b\"><strong>Virginia<\/strong>, meanwhile, has passed a law limiting under-16s to one hour of social media access per day, with any further access requiring parental permission. <strong>Georgia<\/strong>, <strong>Tennessee<\/strong> and <strong>Louisiana<\/strong> have also passed bills requiring parental consent for under-16s to open social media accounts.<\/p>\n<p class=\"dcr-130mj7b\">Rahm Emanuel, the former White House chief of staff under Barack Obama, is considering a presidential run and has said the US should follow Australia\u2019s lead. Right now, a US-wide ban seems unlikely amid a Washington gridlock. Ted Cruz, the Republican senator, has teamed up with Democrat peers in Washington to introduce a bill formally banning under-13s from social media and barring feeding \u201calgorithmically targeted content\u201d to under-17s. The US has many bereaved parents, and bipartisan support, but turning that into legislation is taking a long time.\u201d<\/p>\n<h2 id=\"elsewhere\" class=\"dcr-12ibh7f\">Elsewhere<\/h2>\n<p class=\"dcr-130mj7b\"><strong>Malaysia<\/strong> plans to ban social media for under-16s starting from next year and <strong>Brazil<\/strong> has raised the minimum age for Instagram to the same level.<\/p>\n<p class=\"dcr-130mj7b\">At the <strong>United Nations<\/strong>, the attitude is more cautious. Unicef, the UN agency for children, <a href=\"https:\/\/www.unicef.org\/press-releases\/age-restrictions-alone-wont-keep-children-safe-online\" data-link-name=\"in body link\">has warned<\/a> that social media bans carry risks and \u201cmay even backfire\u201d.
