These are all articles filed before it was announced that <a href=\"https:\/\/www.theguardian.com\/media\/tim-allan\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Tim Allan<\/a> had resigned.<\/p>\n<blockquote data-spacefinder-role=\"inline\" class=\"dcr-154zxly\">\n<p><svg viewbox=\"0 0 22 14\" style=\"fill:var(--block-quote-fill)\" class=\"dcr-scql1j\"><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg>All that said, there are very few people near the top of this administration who respect the voters as McSweeney does and who dragged Starmer out of his soft-left, legalistic mindset to get tough on immigration or consider welfare reform, and what follows is much more likely to be a wishy-washy Old Labour tax-and-spend trend with Starmer, or whoever replaces him.<\/p>\n<p>There is a parallel here with Theresa May and her twin \u2018chiefs\u2019, Nick Timothy and Fiona Hill. After the 2017 general election, where May surrendered David Cameron\u2019s hard-won majority, the cabinet demanded their heads. May was a creation of \u2018Nick and Fi\u2019 every bit as much as Starmer was a creature of McSweeney\u2019s design. Removing the aides who gave her a vision and purpose did nothing for May, who stumbled on, disastrously for Britain, for two more years, shorn of purpose or political skills.<\/p>\n<p>Any Labour MP who thinks they are in a better place to win an election or win over the voters now than they were yesterday needs their head testing. One way of replacing McSweeney would be to bring in Jonathan Powell as chief of staff, the role he performed for Tony Blair, but my understanding is he\u2019s happier running foreign affairs.<\/p>\n<\/blockquote>\n<blockquote data-spacefinder-role=\"inline\" class=\"dcr-154zxly\">\n<p><svg viewbox=\"0 0 22 14\" style=\"fill:var(--block-quote-fill)\" class=\"dcr-scql1j\"><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg>Cabinet ministers believe the move will ultimately leave the prime minister \u201cweaker\u201d even if it buys him some time with furious Labour MPs.<\/p>\n<p>\u201cIt\u2019s his last card,\u201d one said. \u201cHe can only do this once. He is so much weaker because he doesn\u2019t have Morgan to bail him out any more.\u201d<\/p>\n<p>Another cabinet minister said: \u201cWe\u2019re asking the question of whether he will be there at the end of the week. There\u2019s a feeling he could stand down at any moment. The man <a href=\"https:\/\/archive.is\/o\/0e2P2\/https:\/\/www.newstatesman.com\/politics\/labour\/2025\/02\/the-battle-for-labours-soul\">described to me<\/a> by Blue Labour\u2019s Maurice Glasman as \u201cone of ours\u201d is also cast as the prot\u00e9g\u00e9e of Mandelson whose New Labour project was yesterday damned by Glasman as \u201can alien body that took over the party\u201d.<\/p>\n<p>But this apparent paradox is easily resolved: the long war against Corbynism and the Conservatives had the effect of uniting Labour\u2019s right in a tactical alliance. As a consequence, tensions and contradictions went unresolved. A campaigning project was never developed into a governing one. There is no better proof of this than the government\u2019s tax lock, a New Labour-inspired device that left it struggling to raise scarce amounts from pensioners, farmers and pubs, undercutting McSweeney\u2019s supposed communitarian impulses. The appointment of Mandelson similarly reflected an administration better at restaging the past than at inventing the future.<\/p>\n<\/blockquote>\n<ul class=\"dcr-130mj7b\">\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Rachel Sylvester<\/strong> <a href=\"https:\/\/observer.co.uk\/news\/politics\/article\/a-pescatarian-forced-to-eat-dog-meat-the-starmer-mcsweeney-power-imbalance-comes-to-an-end\" data-link-name=\"in body link\">at the Observer<\/a> says, although the resignation of McSweeney offers Starmer a chance for a reset, it is probably too late.<\/p>\n<\/li>\n<\/ul>\n<blockquote data-spacefinder-role=\"inline\" class=\"dcr-154zxly\">\n<p><svg viewbox=\"0 0 22 14\" style=\"fill:var(--block-quote-fill)\" class=\"dcr-scql1j\"><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg>This could be the chance for a \u201creset\u201d if Starmer dares to take it, an opportunity for the prime minister to define his leadership on his own terms. He is also being urged by senior Labour figures to replace Chris Wormold, the cabinet secretary to improve the performance of the government.<\/p>\n<p>It is unlikely to be enough. The Labour leader may have bought a little time by sacrificing McSweeney but he has also highlighted his vulnerability. Last week one former Cabinet minister told me: \u201cIf Morgan is in trouble then Keir is in trouble. Morgan created Keir and Keir is totally dependent on him, if he gets rid of Morgan it\u2019s game over.\u201d<\/p>\n<p>Already MPs are asking why, if the chief of staff has resigned over his advice to appoint Mandelson, the prime minister is not quitting for actually taking the decision. \u201cMorgan had to go,\u201d one Labour peer said. \u201cHe\u2019s been a disaster, everyone thinks he\u2019s a genius but he\u2019s been a third rate Mandelson, not nearly as clever as people think. He should have gone ages ago. Rayner is seen as the frontrunner but Labour figures predict a free-for-all, tipping at least six others to go for the job, from Miliband to Shabana Mahmood and Yvette Cooper. It says it all that Al Carns is on runners and riders lists.<\/p>\n<p>-An ally of Starmer warned that if Rayner or Miliband take over Britain would face a market and economic shock. They said if Starmer is ousted a new PM should call an election as they would have no legitimacy to lead the country.<\/p>\n<p>-The Labour right is flailing as it tries to stop Rayner. Once upon a time they\u2019d have backed Wes Streeting, but they\u2019ve all fallen out and Streeting is now tainted by his own close links to Mandelson. In part he feels aggrieved because he was <a href=\"https:\/\/www.theguardian.com\/politics\/2024\/mar\/13\/mp-andy-mcdonald-has-labour-whip-restored-after-inquiry\" data-link-name=\"in body link\">suspended from the party for five months <\/a>for using words \u201cthe river and the sea\u201d at a pro-Palestine rally, supposedly on the grounds that this was anti-Israel (it has echoes of a chant criticised as antisemitic), even though McDonald specifically said he wanted to see \u201cIsraelis and Palestinians, between the river and the sea \u2026 [living] in peaceful liberty\u201d. [Starmer] is allowing someone else to carry the can for a decision that he chose to make. One of the staples of political journalism these days (for better or for worse) is the \u201chow damaging?\u201d question. With Westminster preoccupied with the question of how long Keir Starmer can last as prime minister following the resignation of <a href=\"https:\/\/www.theguardian.com\/politics\/morgan-mcsweeney\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Morgan McSweeney<\/a>, his chief of staff, yesterday in the light of the Peter Mandelson\/Jeffrey Epstein scandal, here is a summary of how long other prime ministers were able to stay on after key advisers quit.<\/p>\n<ul class=\"dcr-130mj7b\">\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Margaret Thatcher<\/strong> stayed in office, after the resignation of <strong>Alan Walters<\/strong>, for <strong>one year and one month.<\/strong><\/p>\n<\/li>\n<\/ul>\n<ul class=\"dcr-130mj7b\">\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Tony Blair <\/strong>stayed in office, after the resignation of <strong>Alastair Campbell<\/strong>, for <strong>three years and 10 months<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<ul class=\"dcr-130mj7b\">\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Theresa May <\/strong>stayed in office, after the resignation of <strong>Nick Timothy <\/strong>and<strong> Fiona Hill<\/strong>, for <strong>two years and one and a half months<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<ul class=\"dcr-130mj7b\">\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Boris Johnson<\/strong> stayed in office, after the resignation of <strong>Dominic Cummings<\/strong>, for <strong>one year and 10 months<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p class=\"dcr-130mj7b\">None of these are exact parallels. Most of these advisers were forced out because of pressure from MPs in the PM\u2019s party, at least one (Mirza) was admired and her departure was a shock, but with McSweeney the picture is mixed. Many <a href=\"https:\/\/www.theguardian.com\/politics\/labour\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Labour<\/a> MPs are glad to see him gone, but others credit him with winning them their seats and worry how the PM will manage without him.<\/p>\n<p class=\"dcr-130mj7b\">The Cummings precedent is similar in some ways, because Cummings was the mastermind behind Johnson\u2019s 2019 general election victory. McSweeney also gets credit for the Labour\u2019s 2024 landslide. But only last night <strong>Prof Jane Green<\/strong>, who runs the British Election Study project, <a href=\"https:\/\/bsky.app\/profile\/profjanegreen.bsky.social\/post\/3meeisbf3lc2x\" data-link-name=\"in body link\">said<\/a> \u201cthe major factors that contributed to the unique seats-votes outcome were outside Labour\u2019s direct control\u201d and the claim that McSweeney\u2019s decision to focus on appealing to former Tories was a crucial factor has been shown <a href=\"https:\/\/samf.substack.com\/p\/six-lessons-from-the-2024-election?utm_source=substack&amp;utm_medium=email&amp;utm_content=share\" data-link-name=\"in body link\">by election analysis<\/a> to be wrong. Besides, unlike Cummings, McSweeney remains hinged.<\/p>\n<p class=\"dcr-130mj7b\">In some respects McSweeney is more similar to Nick Timothy and Fiona Hill. They were decisive in enabling Theresa May to become PM, just as McSweeney was instrumental in showing Starmer how he could win the Labour leadership. But Timothy and Hill were even more dominant in No 10 than McSweeney ever was. And they were forced out because they wrote a manifesto that lost an election, whereas McSweeney did the opposite.<\/p>\n<p class=\"dcr-130mj7b\">In short, there is no way of knowing how this will turn out. But previous experience suggests that even a damaging resignation like McSweeney\u2019s doesn\u2019t make the PM\u2019s resignation imminent.<\/p>\n<p class=\"dcr-130mj7b\">But we have got an inkling of what might happen today. Starmer is due to address Labour MPs this evening and <strong>Jacqui Smith<\/strong>, the former Labour home secretary who is now a peer and skills minister, has been giving interviews this morning. He took responsibility for the decision that was made about Peter Mandelson, although to be clear here it was of course Peter Mandelson that, in consistent lying and engagement with Jeffrey Epstein, let down the party and the government and the country.
