The commission noted that rival developers of AI models are barred by YouTube policies from using YouTube content to train their own AI models.<\/p>\n<p class=\"dcr-130mj7b\">Google-owned YouTube says its terms and conditions allow Google to use creators\u2019 work for making AI models. In September, YouTube said: \u201cWe use content uploaded to YouTube to improve the product experience for creators and viewers across YouTube and Google, including through machine learning and AI applications.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The EU\u2019s competition chief, Teresa Ribera, said: \u201cAI is bringing remarkable innovation and many benefits for people and businesses across <a href=\"https:\/\/www.theguardian.com\/world\/europe-news\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Europe<\/a>, but this progress cannot come at the expense of the principles at the heart of our societies.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A spokesperson for Google said: \u201cThis complaint risks stifling innovation in a market that is more competitive than ever.<\/p>\n<p class=\"dcr-130mj7b\">\u201cEuropeans deserve to benefit from the latest technologies and we will continue to work closely with the news and creative industries as they transition to the AI era.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The EU\u2019s investigation is the latest in a series of challenges to US big tech companies in recent years.<\/p>\n<p class=\"dcr-130mj7b\">In September, <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/sep\/05\/google-fined-european-union\" data-link-name=\"in body link\">EU regulators issued a fine of almost \u20ac3bn (\u00a32.6bn) against Google<\/a>, claiming that it favoured its own digital advertising services over rivals. The breaches included what the EU said was a \u201cdeceptive\u201d blue tick verification badge given to users and the lack of transparency of the platform\u2019s advertising.<\/p>\n<p class=\"dcr-130mj7b\">The fine also attracted criticism from US officials, including the US secretary of state Marco Rubio, who wrote on X that the fine was \u201can attack on all American tech platforms and the American people by foreign governments\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The European Commission opened an investigation earlier this year into Meta over its rollout of AI features on WhatsApp, its messaging platform. Last year it fined Meta \u20ac798m for abusive practices benefiting Facebook Marketplace.<\/p>\n<p class=\"dcr-130mj7b\">In 2024, Apple lost a fight against an order by EU competition regulators to pay \u20ac13bn in back taxes to Ireland.<\/p>\n<p class=\"dcr-130mj7b\">Last month, the head of Google\u2019s parent company said <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/nov\/18\/alphabet-boss-sundar-pichai-ai-artificial-intelligence-trust\" data-link-name=\"in body link\">people should not \u201cblindly trust\u201d everything AI tools tell them<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Sundar Pichai, the chief executive of Alphabet, said AI models were \u201cprone to errors\u201d and urged people to use them alongside other tools.
