{"id":19101,"date":"2026-02-05T17:43:30","date_gmt":"2026-02-05T17:43:30","guid":{"rendered":"https:\/\/microvibenews.com\/?p=19101"},"modified":"2026-02-05T17:43:30","modified_gmt":"2026-02-05T17:43:30","slug":"uk-plans-to-cut-climate-finance-to-poor-countries-by-a-fifth-despite-promising-more-help-climate-aid","status":"publish","type":"post","link":"https:\/\/microvibenews.com\/?p=19101","title":{"rendered":"UK plans to cut climate finance to poor countries by a fifth despite promising more help | Climate aid"},"content":{"rendered":"<p><\/p>\n<div>\n<p class=\"dcr-130mj7b\">The UK plans to slash its aid to poor countries stricken by the climate crisis by more than a fifth, the Guardian has learned, despite promises to increase assistance and warnings from campaigners that the move will cost lives and livelihoods.<\/p>\n<p class=\"dcr-130mj7b\">Ministers plan to cut climate finance for the developing world from \u00a311.6bn over the past five years to \u00a39bn in the next five. In real terms, accounting for inflation, this would represent a cut of about 40% in spending power since 2021, when the \u00a311.6bn budget was agreed.<\/p>\n<p class=\"dcr-130mj7b\">The slashing of climate aid, imposed by the Treasury, is planned despite recent <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/jan\/20\/biodiversity-collapse-threatens-uk-security-intelligence-chiefs-warn\" data-link-name=\"in body link\">warnings from the UK\u2019s spy chiefs<\/a> that the collapse of ecosystems overseas, such as the Amazon or the Congo, would inflict serious damage on the UK\u2019s national security, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/08\/national-security-threatened-climate-crisis-uk-defence-chiefs-warn\" data-link-name=\"in body link\">including soaring food prices and the risk of war<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">It also comes just a year after <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/26\/how-late-deal-left-a-sense-of-dissatisfaction-and-betrayal-at-cop29-baku\" data-link-name=\"in body link\">the UK and other rich countries promised to triple global climate finance to the poor world<\/a> to $300bn a year by 2035, in recognition of the disasters countries are already experiencing. Although that deal did not specify how much must come from each, a reduction from the UK will make the total harder to reach.<\/p>\n<p class=\"dcr-130mj7b\">Mohamed Adow, the director of the Power Shift Africa thinktank, said: \u201cFor vulnerable countries, UK climate finance isn\u2019t an abstract budget line \u2013 it\u2019s the difference between resilience and disaster. Adow said: \u201cIf the UK breaks its commitments, it gives cover for others to do the same, with devastating consequences for global climate action.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Ministers are still arguing over the details of the new round of international climate finance, called ICF4 within the Foreign, Commonwealth and Development Office, the fourth such round of financing since 2010. The money comes from the overseas aid budget, which was <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/feb\/28\/keir-starmer-carry-out-largest-cut-uk-overseas-aid-in-history\" data-link-name=\"in body link\">slashed last year to 0.3% of gross national income <\/a>(GNI, a measure similar to GDP). Until 2021, when it was cut to 0.5% by Boris Johnson, the UK devoted 0.7% of GDP to foreign aid.<\/p>\n<p class=\"dcr-130mj7b\">The \u00a39bn climate spending pledge is likely to equate to \u00a32bn a year over the next three years, then \u00a31.5bn a year in 2029-30 and 2030-31, which is beyond the current parliament. The Treasury is understood to be reluctant to commit cash beyond the current three-year plan for all government spending, but other departments, and several committees of MPs, have argued that a five-year period is necessary.<\/p>\n<p class=\"dcr-130mj7b\">In addition to the headline cuts, the Guardian has learned that civil servants are scrambling to \u201crebadge\u201d existing projects focused on issues such as education or health under the climate finance umbrella. Some officials claim that up to 30% of aid to the least developed countries can be counted as climate finance, even though the projects involved may have little or no influence on the climate crisis.<\/p>\n<p class=\"dcr-130mj7b\">Yvette Cooper, the foreign secretary, did not attend the Cop30 summit in Brazil last November, and is said to have received her first major briefing on the climate only last December. While David Lammy, the previous foreign secretary, attended Cop meetings, made prominent speeches on climate issues and appointed both a climate and a nature envoy, Cooper is said to be much more interested in issues such as girls\u2019 education.<\/p>\n<p class=\"dcr-130mj7b\">Funding for nature conservation could also be slashed, and arguments are ongoing over the future of the ringfence around \u00a33bn of the ICF budget for nature spending. Flagship projects such as the <a href=\"https:\/\/www.theguardian.com\/environment\/2021\/jun\/12\/all-hot-air-uk-commits-to-climate-action-but-not-to-new-funding\" data-link-name=\"in body link\">Blue Planet Fund<\/a>, set up to help protect the oceans after public concern raised by <a href=\"https:\/\/www.theguardian.com\/tv-and-radio\/2017\/sep\/25\/david-attenborough-on-the-scourge-of-the-oceans-i-remember-being-told-plastic-doesnt-decay-its-wonderful\" data-link-name=\"in body link\">Sir David Attenborough\u2019s series<\/a>, are likely to be kept in place but are set for a \u201chaircut\u201d, according to sources.<\/p>\n<figure id=\"2d53a18a-9220-4eb5-9a50-4b488a5ecfde\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">People cross an area flooded by the Chenab River in Punjab Province, Pakistan, last year. Harjeet Singh, the cofounder of the Satat Sampada Climate Foundation, said: \u201cThe UK cannot claim to be a climate leader while retreating from its finance commitments. This move shreds the UK\u2019s standing on the world stage, proving to the global south that British promises are hollow, and that its ambition is shrinking, not leading.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Jonathan Hall, the managing director of Conservation International UK, said the <a href=\"https:\/\/www.gov.uk\/government\/publications\/nature-security-assessment-on-global-biodiversity-loss-ecosystem-collapse-and-national-security\" data-link-name=\"in body link\">recent report by the Joint Intelligence Committee<\/a> showed that failure to help poor countries protect nature would affect inflation and national security in the UK. \u201cIf you care about food prices you should care about the potential collapse of the rainforests, if you care about global security you should care about the melting of the Himalayan glaciers,\u201d he said, using examples cited in the report.<\/p>\n<p class=\"dcr-130mj7b\">He said the <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/sep\/26\/uk-will-need-to-double-nature-protection-funding-to-meet-targets-new-data-shows\" data-link-name=\"in body link\">ringfence on spending for nature<\/a> must remain. \u201cProtecting nature and our climate are not just nice things to do \u2013 they are essential to the social and economic stability and national security of the UK. That is why it is essential that the government commits at least one-third of our climate budget to programmes that protect nature for people.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Several experts alsosaid that one of the biggest problems with UK climate finance was the lack of transparency over its spending, exacerbated since Brexit as the UK no longer abides by the EU\u2019s reporting standards. \u201cWe could get to a situation where the <a href=\"https:\/\/www.theguardian.com\/global-development\/2025\/nov\/14\/what-exactly-is-climate-finance-who-pays-it-and-who-gets-it\" data-link-name=\"in body link\">label climate finance<\/a> is meaningless, as we will have no idea what it is really spent on and where,\u201d said one.<\/p>\n<p class=\"dcr-130mj7b\">A government spokesperson said: \u201cThe UK remains committed to providing international climate finance, playing our part alongside other developed countries and climate finance providers to deliver our international commitments. The UK is on track to deliver \u00a311.6bn in international climate finance by the end of this financial year.
