When did empathy become something exceptional?\u201d<\/p>\n<p class=\"dcr-130mj7b\">It comes days after the Socialist-led coalition government <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/27\/spain-decree-regularise-undocumented-migrants\" data-link-name=\"in body link\">approved a decree <\/a>that it said would regularise <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/31\/undocumented-foreign-workers-welcome-spanish-amnesty\" data-link-name=\"in body link\">half a million people.<\/a> The initiative, expected to come into effect in April, made headlines around the world for its rejection of the anti-migration policies and rhetoric seen across much of Europe and the US.<\/p>\n<p class=\"dcr-130mj7b\">S\u00e1nchez said the plans would offer an orderly path to residence for those whose lives were already woven into Spain\u2019s social fabric. \u201cHalf a million people we live with every day, at the market, on the bus, at our children\u2019s school. People who care for our parents, work in the fields, who have built, hand in hand with us, the progress of our country,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cSpain is above all a welcoming country, and this is the path we choose: dignity, community and justice.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Its roots lie in a citizens\u2019 initiative, <a href=\"https:\/\/www.caritas.es\/main-files\/uploads\/2022\/12\/NdP_Esenciales_ILP_21-12-22.pdf\" data-link-name=\"in body link\">signed by more than 700,000 people<\/a> and backed by much of the Catholic church and about 900 social organisations, presented to parliament in 2024. Political scientist Pablo Sim\u00f3n said the prime minister \u2013 who relies on an <a href=\"https:\/\/www.theguardian.com\/world\/2023\/nov\/05\/psoe-members-back-catalan-amnesty-plan-to-secure-power-in-spain\" data-link-name=\"in body link\">unwieldy assortment<\/a> of parties to push through legislation \u2013 was responding to both domestic and global pressures.<\/p>\n<p class=\"dcr-130mj7b\">\u201cRight now, S\u00e1nchez is in a very difficult position internally, but he also knows the only way he can survive is by shifting to more leftwing positions that will allow him to absorb the electorate of the smaller parties,\u201d said Sim\u00f3n, a professor of political science at Madrid\u2019s Carlos III University.<\/p>\n<p class=\"dcr-130mj7b\">In recent months, S\u00e1nchez has consistently tacked to the left on issues such as the <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/03\/sanchez-europes-response-to-war-in-gaza-has-been-a-failure\" data-link-name=\"in body link\">war in Gaza<\/a> and Trump\u2019s push for <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/19\/spain-rejects-nato-plan-for-member-states-to-spend-5-of-gdp-on-defence\" data-link-name=\"in body link\">increased defence spending.<\/a> On migration it has been the same, with S\u00e1nchez <a href=\"https:\/\/www.theguardian.com\/world\/2024\/oct\/09\/pedro-sanchez-unveils-plans-to-make-it-easier-for-migrants-to-settle-in-spain\" data-link-name=\"in body link\">embracing openness<\/a> while others in Europe <a href=\"https:\/\/www.theguardian.com\/world\/video\/2023\/oct\/02\/what-giorgia-meloni-immigration-stance-means-for-europe-video-explainer\" data-link-name=\"in body link\">hardened their stances<\/a> in response to pressure from the far-right.<\/p>\n<p class=\"dcr-130mj7b\">As a result, S\u00e1nchez was catapulted into the global limelight as a leader of the traditional left, while parties such as the UK\u2019s Labour party and Germany\u2019s Social Democrats took a hard line on migration. \u201cWithin <a href=\"https:\/\/www.theguardian.com\/world\/europe-news\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Europe<\/a>, they\u2019re projecting Spain\u2019s image as open and, above all, against the extreme right,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Hints of this push were evident last week, after Elon Musk retweeted a post on X that accused S\u00e1nchez of using regularisation to carry out \u201celectoral engineering\u201d. The world\u2019s richest man added his reaction, writing simply \u201cWow\u201d.<\/p>\n<p class=\"dcr-130mj7b\">S\u00e1nchez was swift to hit back, reposting Musk\u2019s comment with a reply of his own: \u201cMars can wait.
