EU foreign policy chief Kaja Kallas <\/strong>has just been speaking at the European Defence Agency\u2019s annual conference this morning, and the picture she painted is pretty bleak.<\/p>\n

In summary:<\/p>\n

\n

\u201cWe need to prepare ourselves for the future. Indeed, the crisis we face has deepened dramatically, during the past year.<\/strong>\u201d<\/em><\/p>\n<\/blockquote>\n

Who could she possibly mean here?<\/em><\/p>\n

She spoke the continuing impact of Russia\u2019s aggressive behaviour on Ukraine<\/a>, the growing global uncertainty, but also, yes, the dramatically shifting nature of the EU-US relations<\/strong> that underpinned the transatlantic system over the last eight decades.<\/p>\n

Kallas has warned that \u201cEurope needs to adapt to new realities\u201d as it is \u201cno longer Washington\u2019s primary centre of gravity.\u201d<\/strong><\/p>\n

In a stark warning, she said:<\/p>\n

\n

\u201cThe shift has been ongoing for a while. It is structural, not temporary.<\/em><\/p>\n

It means that Europe must step up.<\/strong> No great power in history has ever outsourced its survival and survived.\u201d<\/em><\/p>\n<\/blockquote>\n

She raised alarm that \u201cthe risk of full-blown return to coercive power<\/strong>, politics, spheres of influence and world where might makes right is very real.\u201d<\/strong><\/p>\n

Kallas says that Europe \u2013 and the EU more specifically \u2013 needs to respond by raising its defence spending, and getting clarity on what role it wants to play in tomorrow\u2019s world.<\/p>\n

Drawing on her personal story, she said:<\/p>\n

\u201cWhen I was a schoolgirl in Estonia, before anyone had mobile phones in their pocket, many schools used the bell system to tell you the time.<\/em><\/p>\n

The first bell was the signal to go to the class. The second bell was a warning, and the third bell meant that you were late and there would be consequences.<\/em><\/p>\n

We are now dangerously close to the third bell.<\/strong>\u201d<\/em><\/p>\n<\/blockquote>\n
