national disability insurance scheme (NDIS) phone lines must pretend to be public servants, according to workers, and are responsible for deciding which funding requests are prioritised despite having no specialised welfare training.<\/p>\n<p class=\"dcr-130mj7b\">Workers at <a href=\"https:\/\/www.theguardian.com\/business\/sercogroup\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Serco<\/a>, a major outsource provider, have also been issued government agency email addresses, making it impossible for the public to tell them apart from direct employees despite vast differences in their pay, conditions, training and support.<\/p>\n<figure id=\"c05bffbd-9f4b-463b-8d3f-02f52b2d5573\" data-spacefinder-role=\"richLink\" contractors\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe fact is that we\u2019re representing the government and we have to pretend that we\u2019re public servants and we\u2019re not allowed to say we\u2019re Serco,\u201d said the worker, who asked not to be identified.<\/p>\n<p class=\"dcr-130mj7b\">Serco is a major private contractor for the Australian government, holding multi-billion-dollar agreements across defence, healthcare, contact centres and community services.<\/p>\n<p class=\"dcr-130mj7b\">While the British multinational has expanded rapidly in the region, it notably <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/dec\/11\/secure-journeys-onshore-detention-operator-us-prisons-albanese-government-ntwnfb\" data-link-name=\"in body link\">lost its longstanding contract<\/a> for onshore immigration detention facilities in 2024.<\/p>\n<p class=\"dcr-130mj7b\">\u201cInstead of sending distressing cases through to the real NDIS, priority situations must be screened and determined by our Serco team leaders who are not welfare or disability trained, nor do they have financial qualifications for understanding the budgets of participants.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The outsource workers are on the phone lines and conduct email duties, with their stats closely monitored.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\"><sub class=\"dcr-130mj7b\">Sign up: AU Breaking News email<\/sub><\/a><\/p>\n<p class=\"dcr-130mj7b\">Over the past several months, Guardian Australia has detailed the widespread use of private call centres by government agencies, including the <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/nov\/23\/the-whole-thing-stinks-outsourced-ato-call-centre-workers-shocked-by-conditions-as-callers-complain-about-inexperienced-staff\" data-link-name=\"in body link\">Australian Taxation Office <\/a>and <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/jan\/11\/call-centre-operator-centrelink-paid-no-tax-two-years\" data-link-name=\"in body link\">Centrelink<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The workers describe a system marked by inadequate training and low pay that they say <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/jan\/14\/australia-outsourced-call-centres-staff-incentives\" data-link-name=\"in body link\">prioritises profit over worker wellbeing and quality of service<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Moves by the government to curb reliance on external consultants and outsource workers <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/dec\/13\/ato-external-outsourcing-reduction-union-presumed-typo\" data-link-name=\"in body link\">have stalled<\/a> just two years after Labor ordered agencies to bring skills back in-house.<\/p>\n<p class=\"dcr-130mj7b\">A Serco spokesperson said the company provided vital support to the public service and worked \u201cin seamless collaboration\u201d with the National <a href=\"https:\/\/www.theguardian.com\/world\/disability\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Disability<\/a> Insurance Agency (NDIA).<\/p>\n<p class=\"dcr-130mj7b\">\u201cIn no way are Serco NDIA staff directed to make any misrepresentations,\u201d the spokesperson said.<\/p>\n<p class=\"dcr-130mj7b\">An NDIA spokesperson said only public service staff with the appropriate delegation could \u201caction and progress\u201d priority plan change requests.<\/p>\n<h2 id=\"bedridden-with-broken-hoist\" class=\"dcr-12ibh7f\">\u2018Bedridden with broken hoist\u2019<\/h2>\n<p class=\"dcr-130mj7b\">Serco workers told Guardian Australia that NDIS callers often face delays and are given poor guidance due to the call centre arrangements.<\/p>\n<p class=\"dcr-130mj7b\">For example, while Serco team leaders can decide whether a request for urgent funding be placed in a priority queue, the queue itself is managed by NDIA\u2019s direct employees.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPeople call in asking how their urgent plan change request is going and we have to tell them it is still in the queue, and is overdue, but we are not allowed to admit we are not the public service so can not give them a reason why,\u201d a second Serco worker told Guardian Australia.<\/p>\n<figure class=\"dcr-130mj7b\">\u201cThe whole thing is just wrong, you can\u2019t apply this call centre framework to the most vulnerable people in Australia.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Serco\u2019s most recent NDIA contract started in September 2024 for a three-year term, with up to two further three-year extension options.
