And is it different to the Paris agreement? \u2013 video<\/span><\/figcaption><\/div>\n<p><\/gu-island><\/figure>\n<p class=\"dcr-130mj7b\">The dispute highlights a wider tension between environmental protection and initiatives to demolish and rebuild estates. Across <a href=\"https:\/\/www.theguardian.com\/uk\/london\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">London<\/a>, more than 130 housing estates are earmarked for demolition.<\/p>\n<p class=\"dcr-130mj7b\">When it was built, the estate was described as \u201ca town of tomorrow\u201d by Greater London Council architects, though residents say it later fell into disrepair.<\/p>\n<p class=\"dcr-130mj7b\">Land values in the area have <a href=\"https:\/\/www.theguardian.com\/business\/2025\/feb\/21\/elizabeth-line-prize-worth-pursuing-achieved-rail-investment\" data-link-name=\"in body link\">risen since the opening of the Elizabeth line<\/a> in 2022, which reduced journey times into central London.<\/p>\n<p class=\"dcr-130mj7b\">The legal challenge centres on the climate impact of the proposed demolition, arguing that the council and Peabody have underestimated the greenhouse gas emissions (GHG) the project would generate. <\/p>\n<p>While the development\u2019s environmental statement acknowledges that the resulting emissions would be significant, lawyers acting for Turk argue that the assessment was carried out only against an illustrative masterplan rather than the \u201creasonable worst-case scenario\u201d required under planning law.<\/p>\n<figure id=\"fa44f9c5-6a8f-4fd6-b4c0-b6e18299f7e8\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">A still from the 1971 film A Clockwork Orange.<\/span> Photograph: Collection Christophel\/Alamy<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Turk said: \u201cI\u2019m challenging the redevelopment because I don\u2019t believe it\u2019s in the interest or consideration of the residents who have lived here between 15 and 40 years. The environmental impact placed on residents, such as myself, will undoubtedly cause health problems for us.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Saskia O\u2019Hara, a legal caseworker at the Public Interest Law Centre, representing residents seeking the judicial review, said: \u201cAcross London, approximately 137 housing estates are marked for demolition. These projects generate substantial greenhouse gas emissions, calling into question our stated commitment to achieving net ero by 2050.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAt a minimum, estate residents and the wider public are entitled to assurance that these emissions are accurately assessed, transparently documented and lawfully disclosed to the decision-makers charged with determining whether demolition should proceed.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis case exemplifies the point at which the displacement of established communities coincides with irreversible environmental harm and is therefore a matter of substantial public interest and concern.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A spokesperson for Peabody said: \u201cWe\u2019re investing in communities in and around South Thamesmead, supporting people, improving public areas and providing much-needed new homes.
