{"id":11978,"date":"2026-01-13T16:31:33","date_gmt":"2026-01-13T16:31:33","guid":{"rendered":"https:\/\/microvibenews.com\/?p=11978"},"modified":"2026-01-13T16:31:33","modified_gmt":"2026-01-13T16:31:33","slug":"businesses-underwhelmed-by-robisons-support-daily-business","status":"publish","type":"post","link":"https:\/\/microvibenews.com\/?p=11978","title":{"rendered":"Businesses &#8216;underwhelmed&#8217; by Robison&#8217;s support \u2013 Daily Business"},"content":{"rendered":"<p><\/p>\n<div>\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2.png\" alt=\"\" class=\"wp-image-188301 lazyload\"\/><img loading=\"lazy\" fetchpriority=\"high\" decoding=\"async\" width=\"1134\" height=\"773\" src=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2.png\" alt=\"\" class=\"wp-image-188301 lazyload\" srcset=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2.png 1134w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2-300x204.png 300w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2-1024x698.png 1024w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2-768x524.png 768w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2026\/01\/Shona-Robison-delivering-budget-2-600x409.png 600w\" sizes=\"(max-width: 1134px) 100vw, 1134px\"\/><figcaption class=\"wp-element-caption\"><em>Shona Robison: \u2018a budget for investment\u2019<\/em><\/figcaption><\/figure>\n<p class=\"has-medium-font-size\">Finance Secretary Shona Robison left businesses feeling \u201cunderwhelmed\u201d by a package of support for the hospitality, retail and leisure sectors.<\/p>\n<p class=\"has-medium-font-size\">Ms Robison extended the relief on business rates, but was criticised for not going far enough and leaving many businesses concerned about their viability.<\/p>\n<p class=\"has-medium-font-size\">The budget statement included more funding for the NHS, colleges and skills training and will see the thresholds for the \u201cbasic\u201d (20%) and intermediate (21%) rates of income tax increase by 7.4% to \u00a316,537 and \u00a329,526 respectively.<\/p>\n<p class=\"has-medium-font-size\">Ms Robison said: \u201cBy raising the Basic and Intermediate rate thresholds by substantially more than inflation, this Budget once again provides tax support for low and middle-income earners.\u201d<\/p>\n<p class=\"has-medium-font-size\">It also means 55% of people on lower incomes will pay less tax than they would if they were earning the same wages in other parts of the UK, she said.<\/p>\n<p class=\"has-medium-font-size\">However, the higher tax rate (42%) will continue to start at \u00a343,663 and the advanced and top rates will remain unchanged.<\/p>\n<p class=\"has-medium-font-size\">On business rates, Ms Robison is providing relief worth \u00a3184 million over the next three years. There will be 15% relief in 2026-27, worth \u00a3138m over three years for retail, hospitality and leisure premises.<\/p>\n<p class=\"has-medium-font-size\">The small business bonus scheme, which removes rates from 100,000 small business, will be continued for a further three years.<\/p>\n<p class=\"has-medium-font-size\">She says this means over 96% of retail, hospitality and leisure businesses \u201cwill pay zero or reduced rates.\u201d<\/p>\n<p class=\"has-medium-font-size\">The package was received with disappointment by business which had warned of the impact of not delivering a more substantial level of support.<\/p>\n<p class=\"has-medium-font-size\"><strong>Marc Crothall, chief executive of the Scottish Tourism Alliance<\/strong>, said: \u201cWhile the Scottish Government has responded with a package of modest short-term mitigation, the underlying issues within the system remain unresolved.<\/p>\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA.png\" alt=\"Marc-Crothall\" class=\"wp-image-133647 lazyload\" style=\"width:832px;height:auto\"\/><img loading=\"lazy\" decoding=\"async\" width=\"794\" height=\"578\" src=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA.png\" alt=\"Marc-Crothall\" class=\"wp-image-133647 lazyload\" style=\"width:832px;height:auto\" srcset=\"https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA.png 794w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA-300x218.png 300w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA-768x559.png 768w, https:\/\/dailybusinessgroup.co.uk\/wp-content\/uploads\/2022\/06\/Marc-Crothall-picSTA-600x437.png 600w\" sizes=\"(max-width: 794px) 100vw, 794px\"\/><figcaption class=\"wp-element-caption\"><em>Marc Crothall: businesses have been left on the precipice of viability<\/em><\/figcaption><\/figure>\n<p class=\"has-medium-font-size\">\u201cThe introduction of transitional relief, reductions to the basic and intermediate rates, and the modest 15% of non-domestic rates relief for retail, hospitality and leisure businesses will provide temporary breathing space for some, but not nearly enough to prevent potential closures and job losses.<\/p>\n<p class=\"has-medium-font-size\">\u201cThese measures do not respond to the scale of the challenge facing tourism and hospitality businesses across Scotland. Relief is capped, time-limited, and does not address the volatility created by revaluation or the cumulative burden of rising costs, leaving many businesses still on the precipice of commercial viability.\u201d<\/p>\n<p class=\"has-medium-font-size\"><strong>Leon Thompson, executive director of UKHospitality Scotland<\/strong>, said: \u201cToday\u2019s Budget has not sufficiently addressed the challenges that hospitality businesses in Scotland face, and the majority will still be paying higher business rates bills in April.<\/p>\n<p class=\"has-medium-font-size\">\u201cWhile the reduction in the poundage is positive, it does not offset significant increases in business revaluations and the loss of 40% relief.\u201d<\/p>\n<p class=\"has-medium-font-size\"><strong>Susan Love of ACCA<\/strong>,\u00a0commented: \u201cWe welcome measures to\u00a0address business concerns about rises in non-domestic rates\u00a0and\u00a0the college funding crisis.\u00a0But,\u00a0overall,\u00a0businesses may feel a little\u00a0underwhelmed\u00a0by today\u2019s announcements.\u00a0\u00a0<\/p>\n<p class=\"has-medium-font-size\">\u201cWhile\u00a0the\u00a0Scottish Government\u00a0stayed true to its\u00a0commitment to avoid\u00a0further increases in Income Tax and no new tax bands for the remainder of the Parliament,\u00a0we\u2019re disappointed in the continued fiscal drag, with the thresholds for the upper three\u00a0bands remaining frozen for another year, drawing yet more taxpayers into these bands.\u00a0<\/p>\n<p class=\"has-medium-font-size\">\u201cWith further announcements on changes to council tax, and a new air departure tax, our tax\u00a0landscape\u00a0remains\u00a0overly-complex.\u201d\u00a0<\/p>\n<p class=\"has-medium-font-size\"><strong>David Lonsdale, director of the Scottish Retail Consortium<\/strong>, said: \u201cScottish Ministers seem to have their heart in the right place by providing a limited business rate discount for retail and hospitality businesses; but we fear they have significantly stumbled on the detail.\u00a0<\/p>\n<p class=\"has-medium-font-size\">\u201cWhilst there appear to be no new significant burdens on retailers, we believe there was scope to do much more at a time when retail sales and footfall are in the doldrums. <\/p>\n<p class=\"has-medium-font-size\">\u201cRegrettably the Budget falls short of the industry and government\u2019s shared ambition of making Scotland the best place in the UK to grow a retail business.\u201d<\/p>\n<p class=\"has-medium-font-size\">The budget statement included the introduction of two new council tax bands by 2028 for the most expensive properties in Scotland. Higher rates will be paid on properties worth over \u00a31m based on an up-to-date valuation.
