Its \u201cvery common\u201d, he said, adding that the number of sightings had increased in recent years.<\/p>\n<figure id=\"d718cd6b-042d-4d1c-8b36-265ff12f78fe\" data-spacefinder-role=\"supporting\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-a2pvoh\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">Capt Marko Petkovic said Russia was modernising its ships and would increase its capabilities in the Baltic.<\/span> Photograph: Supplied<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">The Baltic Sea region is facing an increasing range of threats, including <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/08\/this-is-europe-russia-hybrid-war-destabilise-europe\" data-link-name=\"in body link\">suspected hybrid attacks<\/a> from drones, <a href=\"https:\/\/www.theguardian.com\/world\/2024\/nov\/22\/wire-cutters-how-the-worlds-vital-undersea-data-cables-are-being-targeted\" data-link-name=\"in body link\">alleged sabotage of underwater infrastructure<\/a> and a steady flow of ageing oil tankers in the form of <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/13\/hundreds-baltic-tracking-russia-shadow-fleet-oil-tankers\" data-link-name=\"in body link\">shadow fleet ships<\/a> carrying crude oil from Russia.<\/p>\n<p class=\"dcr-130mj7b\">Last <strong>month<\/strong>, the British defence secretary said that a Russian spy ship had <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/nov\/19\/russian-spy-ship-british-waters-lasers-military-pilots-defence\" data-link-name=\"in body link\">entered British waters<\/a> and shone lasers at military pilots, warning that the UK faced a \u201cnew era of threat\u201d from hostile countries.<\/p>\n<p class=\"dcr-130mj7b\">Sweden <strong>recently <\/strong>hosted a major Nato anti-submarine warfare exercise, Playbook Merlin 25, featuring nine countries, including <a href=\"https:\/\/www.theguardian.com\/world\/sweden\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Sweden<\/a>, Germany, France and the US, in which hundreds of personnel practised their submarine-hunting skills in the unique conditions of the Baltic to prepare for possible underwater attack.<\/p>\n<p class=\"dcr-130mj7b\">The hilly underwater landscape of the Baltic near Sweden makes it difficult to detect submarines because they can hide.<\/p>\n<figure id=\"12c3e88f-0125-433f-afb0-ae168d056886\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-47fhrn\"><gu-island name=\"RichLinkComponent\" priority=\"feature\" deferuntil=\"idle\" props=\"{&quot;richLinkIndex&quot;:7,&quot;element&quot;:{&quot;_type&quot;:&quot;model.dotcomrendering.pageElements.RichLinkBlockElement&quot;,&quot;prefix&quot;:&quot;Related: &quot;,&quot;text&quot;:&quot;Putin trying to negotiate an end to Ukraine war as he cannot win it on battlefield, says EU\u2019s Kallas \u2013 Europe live&quot;,&quot;elementId&quot;:&quot;12c3e88f-0125-433f-afb0-ae168d056886&quot;,&quot;role&quot;:&quot;richLink&quot;,&quot;url&quot;:&quot;https:\/\/www.theguardian.com\/world\/live\/2025\/nov\/26\/russia-ukraine-war-peace-plan-europe-latest-news-updates&quot;},&quot;ajaxUrl&quot;:&quot;https:\/\/api.nextgen.guardianapps.co.uk&quot;,&quot;format&quot;:{&quot;design&quot;:0,&quot;display&quot;:0,&quot;theme&quot;:0}}\"\/><\/figure>\n<p class=\"dcr-130mj7b\">Petkovic said <a href=\"https:\/\/www.theguardian.com\/world\/russia\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Russia<\/a> was increasing its capabilities and was producing one Kilo-class submarine a year in St Petersburg and the Kaliningrad enclave, positioned between Poland and Lithuania. He said it was undergoing a \u201cdeliberate and constant modernisation programme\u201d of its ships.<\/p>\n<p class=\"dcr-130mj7b\">\u201cOnce a ceasefire or armistice is eventually in place in Ukraine, you can only assess, and we do assess that Russia will reinforce its capabilities in this region,\u201d said Petkovic. \u201cSo with that said, the [Swedish] navy needs to continuously grow and focus on the overall picture.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He said Russia\u2019s shadow fleet of civilian-flagged oil tankers was also a concern and did not rule out the potential for such ships to be used to launch drones.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe shadow fleet in itself is not a military problem, but the shadow fleet could affect our nations from a military perspective,\u201d Petkovic said.<\/p>\n<p class=\"dcr-130mj7b\">The varying challenges of underwater conditions \u2013 including shorter visibility than above water, salinity and temperature \u2013 mean that underwater infrastructure was especially vulnerable in the Baltics, he said. This was especially the case for Sweden, Norway, Finland, Estonia and Lithuania, he said, which were \u201cfully dependent on the sea lines for communication, for our sustainment of our societies\u201d.<\/p>\n<p class=\"dcr-130mj7b\">However, he believes that increased Nato vigilance is having an impact. He said that since <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/27\/denmark-new-drone-sightings-biggest-military-base\" data-link-name=\"in body link\">Operation Baltic Sentry<\/a> was established in January, \u201cwe haven\u2019t seen any cable incidents in this region at all\u201d.<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cFirst of all it shows that the alliance works, cohesion. And we are closing ranks against one particular threat. The Baltic Sentry has proven that point.
